The Application Of Program Management Of The Pipeline Project In Southeast Asia

As the construction upsurge of pipeline goes by,the situation of comprehensive development in oil field gathering and transportation pipelines,long-distance pipelines,urban pipe network construction has disappeared.Along with the gasification project gradually shrinking and the excess domestic production capacity,there will be an opportunity in the transformation of pipeline development direction in the future.But at the same time the construction of the Belt and Road,the China-Pakistan economic corridor,the IndiaMyanma-China-Thailand economic corridor make the China Petroleum Pipeline Bureau get a very important opportunity to develop the Southeast Asian pipeline construction market,but it also put forward new requirements to the management of market development.Therefore,it is imperative to improve the level and change the concept of project management,so application of program management to the different characteristics of South-east Asian countries is emerged at a historic moment.However,there is no mature management model for market development and project management.The application of program management in pipeline construction and market development is very important to make China Petroleum Pipeline Bureau to be the first-class contractor on the world,also it is of great significance to standardize pipeline construction management and realize the overall management of market development and project management.In this paper,we choose Pakistan national group as an example,to study the problem existing in the program management.This paper adopts the flow of raising questions,analysis and solving problems.In this paper,method of literature review,case studying and interviewing,to research and study those problems.First,this paper studies on the background,purpose,methods and related literature of program management,as to build the research direction and establish basic context of this paper.Secondly,it introduces concept of the program management office and related conceptions,especially emphasis on the purpose of the program management,organization structure and management processes,which lay a theoretical foundation for later study.This paper generalizes the characteristics of South-east Asia pipeline project analysis,combined with case management reform,from the aspects of organization,labor and decision.Then,in view of existing problems,from the aspects of organization,labor and decision,it puts forward the corresponding solution countermeasures.On the basis of the above analysis,this paper expounds the main content of the program management,involving the organizational structure,stakeholder management,contract management,etc.Finally,this paper summarizes the whole content of this research,proposes the future of program management,in order to solve the existing problems.
