Oil and gas pipeline construction plays an important role in China’s economic development.From the 1990s to the early 21~stt Century,China’s Oil and Gas Pipeline Industry developed to the rapid stage,a large number of personnel entered into this industry,the industry flourished.Since 2014,low oil price led to the reduction of the pipeline construction profit,along with the lack of incentive measures,the personnel seriously lost,the development of Oil and Gas Pipeline Industry encountered unprecedented challenges.As the key project of China,China-Myanmar Project is representative in this industry.However,the overall situation of the industry is unstable,the market tightens,the oil price is low,and the unjust competition leads to the serious lack of market share.The original mature talents face the industry crisis,and the career planning shakes.Thus the project personnel can’t concentrate to finish their own work with good quality and high efficiency,they begin to involve in other industries.China-Myanmar Project is one project among the numerous projects.How to improve the individual performance of this project is a big problem,which is also involved in other pipeline projects.The personnel of construction department are the main body of the enterprise,is the source of creating the profit,and is also the key factors of the existence and development of the enterprise.How to enhance the individual performance of the construction personnel in order to improve the total performance of the project,becomes a common concern problem for every enterprise.However,the study achievement of the management scholars can’t satisfy to instruct the practice of the enterprise.This paper is based on China-Myanmar Oil and Gas Pipeline.Through studying various incentive theories and allocating the questionnaire to the personnel of the construction department,the paper concludes the relationship between the career orientation and motivation.On this basis,this paper studies and designs the personnel incentive mechanism of the construction department from the aspects of salary incentive and relationship incentive,and then establishes the salary incentive project management system from two aspects of the fixed salary and performance bonus,the incentive project management system from two aspects of the material incentive and spiritual incentive.The systems were implemented in the project,acquired the excellent effect,and supplied the reference achievement for the personnel incentive design of other construction projects.
