problems,China is no exception,constantly introduced the most stringent environmental protection laws and regulations.In March 2018,the Chinese government officially renamed the Ministry of Environmental Protection as the Ministry of Ecological Environment,which shows that the Chinese government attaches great importance to the protection of ecological environment.The Chinese government has made industrial restructuring of industries that affect the ecological environment,and has explicitly proposed to "eliminate high-consumption and heavy-pollution production technologies,equipment and products,and vigorously reduce structural damage".Since 2007,the Chinese government has banned the development of enterprises with low resource utilization and serious pollution.The strictest industry examination and approval system has been implemented from the height of the industrial structure.For enterprises with pollution emissions in production,pollution control measures and the main project of the project are strictly implemented to be designed,constructed and put into use simultaneously.The aim of the "three simultaneous" system is to ensure that the pollution produced by enterprises in the production process can be effectively controlled and prevent the destructive impact on the ecological environment.Iron and steel enterprises are typical high-energy-consuming and high-pollution enterprises.There are many key links affecting the environment in the operation and production process as well as in the entire industrial chain.The Chinese government is also constantly forcing and guiding iron and steel enterprises to construct an indicator system of ecological responsibility in the operation and production process,so as to accumulate in energy conservation,emission reduction and consumption reduction.Great contribution.Based on this,this paper studies the construction of ecological responsibility index system in iron and steel enterprises,and finds practical methods for environmental protection production and ecological construction of iron and steel enterprises.This paper takes the DL Steel Corp in Tangshan City,Hebei as the object of the study,and makes a comprehensive analysis of its ecological responsibility index system,which can be used for reference to the construction of the ecological responsibility index system for all enterprises in this industry.This article first introduces the related theories and concepts,and expounds the theory of social responsibility,stakeholder theory,resource based enterprises and the ethical decision-making theory of resource-based enterprises.In particular,in stakeholder theory,enterprises have benefits to shareholders,employees,customers,suppliers,distributors and communities.Influence,for a responsible enterprise,any decision needs to consider and take into account the interests of these areas.Secondly,it analyzes the framework of the establishment of the enterprise ecological responsibility index system,and the economic benefit,employee welfare,customer surplus value and social contribution are all essential contents of the enterprise ecological responsibility index system.Finally,according to the framework of the construction of the ecological responsibility index system of DL Steel Corp,it puts forward two strategies for the steel enterprises to construct the ecological responsibility index system,the internal cost index strategy and the external social responsibility index strategy.The cost index is controlled from every link in the production of the enterprise.The control of the ecological index elements is carried out from the links of mineral processing,smelting,continuous rolling,electric power,control,storage and transportation.The social responsibility index is to control the ecological protection of the stakeholders outside the enterprise,including the reuse rate of resources and the employees.Occupational health protection,social feedback and contribution,protection of the interests of suppliers and consumers,etc.Only by combining these two functions can we establish a comprehensive index system of ecological responsibility.Through the full text of the discussion,finally summed up the conclusion of the research,steel
