In recent years,the construction of urban roads has become more and more perfect,the peak period of expressway construction has passed,and the number of continued construction and new construction projects is decreasing.The amount of asphalt required for road construction is declining year by year.At the same time,along with the increase and increase of local refineries,the excessive overcapacity of regional asphalt production,as well as the liberalization of import and use rights of crude oil,led to fiercer competition among enterprises.Some small-scale private enterprises and some did not compete.Advantageous companies have gradually withdrawn from the market.As a state-owned enterprise,PCF is the first to enter the asphalt market.It also has the strength that ordinary SMEs do not have,such as resources,technology,experience,market share and brand reputation.However,in the face of the harsh market environment changes in the past few years,PCF still faces difficulties and problems such as fierce competition,shrinking market and rapid overcapacity.However,the asphalt market turned around in 2018.2018 is an extremely important year for the 13 th Five-Year Plan.China's highway construction is expected to grow steadily.According to relevant data,China's highway construction investment is expected to reach 1.92 trillion yuan in 2018.The expressway is in a state of huge construction,mainly consisting of continuous construction and new construction projects.The total scale of expressway construction will reach 26,000 kilometers.The resulting rigid demand for asphalt will remain at a high level.In addition,although new roads in developed areas such as the eastern region have decreased in recent years,the demand for asphalt for maintenance roads will still maintain a relatively high growth rate.It can be seen that the steady development of China's highway construction in the future will provide strong support for the demand of the asphalt market.Therefore,the use of transit research and the development of PCF's market competition strategy is conducive to its departure from the current predicament,and has a positive effect on its established competitive advantage in the regional market.This paper reviews the related theories and research of strategic management before the strategic research of PCF,and expounds the main analytical tools.Then the PCF company's external environment was analyzed,and the PEST analysis method was used to analyze its macro environment;the Porter's five-force analysis method was used to analyze its industry competition environment.Then through the analysis of PCF company background,organizational structure,human resources,sales performance,market development and asphalt products,the internal environment was analyzed.According to the analysis,the establishment of SWOT model analysis shows that PCF's suitable competition strategy is a differentiated competition strategy.In order to ensure the effective implementation of PCF's corporate strategy,the paper puts forward the implementation guarantee of PCF's differentiated competition strategy from three aspects: corporate culture construction,organizational structure construction and human resource construction.
