Investment in various industries has slowed down since China's economic development is no more that rapid and economy enters a New Normal.Demand growth of cement has slowed down,even faces the pressure of negative growth.National production capacity of cement is about 3.5 billion tons in 2017 but the surplus is about 1.05 billion tons.Controlling future production capacity strictly,shutting down outdated production capacity,staggering peak production and implementing environmental protection strategies will be the main actions taken for developing China's cement industry in the next few years.In future years,cement industry will experience the era of micro-profits with overcapacity and low-speed development.Under the circumstances,Cement industry in China should adapt to market actively,especially regional leading enterprises such as Southwest Cement,which need to reform and upgrade product and technical structure,organizational management structure,and seek transformation and upgrading.Lean management is designed to reduce inefficient labor and waste in the management process.The core of lean production is lean thinking.For enterprises,the implementation of lean production is an effective means to improve management,optimize production indicators,reduce costs and increase efficiency.This paper introduces the origin and content of lean production methods.Based on the basic theory of lean production,this paper analyzes the real dilemma faced by China's cement industry under the economic new normal.It suggests that it is necessary for cement enterprises to switch from traditional management production mode to lean production.According to the problems of production management faced by Southwestern Cement's Lisen Company,detailed lean production plan for it was formulated,implementation of lean production method was analyzed,and the corresponding lean reform measures were proposed.Lisen improves the production site and equipment utilization,guarantees the service life of the equipment by using lean production tools 5S on-site management and TPM.Lisen has greatly reduced the company's operating costs and improved production efficiency.However,in order to ensure continuous improvement in lean production,Lisen established complete lean culture.Through the application research on lean manufacturing of Southwest Cement Lisen Company,some successful experience are get.The research and results of the paper have certain guiding significance for similar problems in other related industries.This paper mainly analyzes Lisen's implementation of lean management.Still there are some problems remaining in this paper.For example,this paper only analyzes the internal lean reform which does not extend to customers,suppliers and the entire enterprise supply chain.
