Innovation is the primary driving force for development and the strategic support for building a modernized economic system.Under the economic new normal,technological progress led by scientific and technological innovation has become an important source of economic growth of all countries.Tax incentives for R&D activities of enterprises can effectively stimulate R&D efforts and improve innovation performance.The incentive effect of tax incentives on enterprise research and development has been proved by a large number of studies at home and abroad.However,the realization of tax policy objectives also depends on the effective implementation of the policy.All of these studies point to that the implementation of the additional deduction policy is the reason why the policy cannot work effectively.Existing literatures pay less attention to the implementation of the additional deduction policy,and usually take a certain enterprise group as the research object to investigate according to certain standards.The content of the investigation is whether the enterprise with R&D expenditure successfully enjoys the tax preference and the reasons and difficulties for not enjoying the preferential treatment.However,the previous research on the implementation of policies generally does not make a detailed division of the industry,and the implementation of policies,may be due to different industries and large differences.This paper takes listed chemical pharmaceutical companies as the research object.The reason is that China's chemical pharmaceutical industry has developed rapidly and invested heavily in research and development.However,the current independent innovation ability is not enough to obtain a dominant position in international competition.In this paper,a-share listed chemical pharmaceutical companies with R&D intensity greater than 0 in China are taken as sample enterprises to obtain information such as total assets,operating income,R&D expenses,R&D intensity,proportion of R&D personnel,region and the influence amount of additional deduction on income tax from their publicly disclosed financial reports.Based on the information obtained,this paper takes total assets,business income,R&D intensity,proportion of R&D personnel and per capita GDP as explanatory variables,and whether enterprises benefit from and how much they are in place as explanatory variables,respectively establishes a linear probability model and a multiple linear regression model for empirical analysis.The empirical results show that enterprises with higher business income,research and development intensity and per capita GDP are not only more likely to enjoy preferential policies,but also more likely to be in place.That is to say,the improvement of these three indicators will also affect the implementation degree of the additional tax deduction policy.The inspiration from the above analysis is that to further improve the implementation effect of the policy of R&D plus deduction,we should pay attention to the enterprises with small operation scale,small R&D input and in economically backward areas.This paper gives some Suggestions from two perspectives of government and enterprises.First,government departments should make clear the scope of deduction as soon as possible,simplify the declaration procedures,improve administrative efficiency and enhance publicity.Second,the enterprise itself should also standardize the management mode,increase the strength of personnel training,and actively apply the policy.
