The model of efficiency-oriented in the process of rapid urbanization has contributed to the increase of "China's speed" while exerting tremendous pressure on nature and ecology,which has laid a huge hidden danger for the realization of all-round sustainable development.Taking effective control measures,coordinating the contradiction between construction and protection and ensuring the regional ecological security in the development process has become a realistic problem facing the government in its current governance work.The ecological red line is an important innovation for responding to the ecological problems in terms of environmental protection in China.It is also the only sure path to coordinate the interests and responsibilities of all parties so as to fulfill the construction of ecological control and management system.However,due to the implementation in a relatively short period of time,a mature and effective delineation system has not yet been formed.There are many deficiencies in the existing practices,such as insufficient focus on the small and medium-scaled areas and network connectivity,less flexibility in the delineation method,so that it has led to extensive delineation results,deficient spatial connections,undesirable ecological effects,and posed poor operability for the municipal and county-level units.Therefore,it is very necessary to put forward a kind of control "bottom line" that is both systematic and targeted for the smooth implementation in small and medium-scaled areas.In this paper,it conducts a study according to the logic of "Theoretical Analysis-Method Construction-Empirical Research-Comparative Verification".Firstly,through the in-depth analysis of the connotation and practice of ecological security pattern and ecological red line,the feasibility and advantages of the collaborative research of the two are made clear,and the practical problems such as the necessity and complexity of the county ecological protection work are taken as a starting point for the research.Based on ecological security pattern,a delineation method of ecological red line is proposed,namely “source-corridor-buffer zone”,which includes source identification,determination of resistance to surface,screening of corridor nodes and source center evaluation.Secondly,taking Ruyang County as an empirical object,it uses this approach to systematically evaluate the present situation of county ecological space and to summarize the existing problems in ecological construction.Furthermore,systematic identification and composition of the county ecological space is carried out to determine the ecological security pattern of Ruyang County.Based on the core spatial elements of security pattern,a county ecological red line scheme consisting of rigid hierarchical control area,resilient protection area and hierarchical control corridor is formed,with a comparison with the existing ecological land conservation schemes in various aspects.It is verified that the red line scheme based on ecological security pattern is of high applicability and scientific rationality,which provides a valuable reference for the optimization of ecological spatial control system at county level.
