The proposal of the "one belt and one way" initiative has provided a broader stage for economic cooperation between Mongolia and China. This paper takes Mongolia's coal trade activities with China as the research object, hoping to provide reference and reference for further increasing Mongolia's trade exports and strengthening bilateral trade cooperation through relevant research.Based on the research status at home and abroad, the definition of international trade and coal trade, and the theoretical basis of comparative advantage theory, absolute cost theory and factor endowment theory, this paper puts forward that coal trade is a series of economic transactions carried out around coal products between different countries or regions.Based on this, this paper analyses the historical stage and characteristics of Mongolia-China coal international trade, and finds that Mongolia's total coal reserves are estimated to be about 27 billion tons.In 2017,Mongolia's total coal exports to China totaled 33.99 million tons, accounting for more than 95%,and Mongolia-China coal trade developed rapidly. However, the study also finds that there are still some problems in the international trade of coal between Mongolia and China, such as inconsistent strategic awareness of resources, imperfect trade policy, lack of professionals, poor transportation conditions and relatively poor investment environment. On this basis, the new situation of coal trade development between Mongolia and China is analyzed, and the dominant comparative advantage index(RCA),trade complementarity index(TCI)and other indicators are introduced to analyze the competitiveness and complementarity of coal resources trade between Mongolia and China. The results show that the RCA index of coal in Mongolia and China are both above 2,but Mongolia is significantly higher than China;TCI gradually rises over time, but falls back in 2016,which is related to the change of energy consumption structure and related policy changes in China.Furthermore, from the perspective of geography, environment and economic interests, the favorable and unfavorable factors affecting the development of coal international trade between Mongolia and China are putforward. Finally, the paper puts forward countermeasures and suggestions from six aspects: improving the political environment, perfecting laws and regulations, strengthening mutual understanding and trust between Mongolia and China, expanding Mongolia's opening-up scale, improving the efficiency of customs ports, improving the transportation system of the two countries and improving Mongolia's investment environment.
