Public Participation In National Park Protection Research On The Construction Of Institutions

The National park is a new type of protected land in China.National parks are more protective than other protected areas in China.China's national park system is still in its infancy,and many aspects need to be improved.Public participation can promote the scientific and rational construction of national parks.This paper focuses on the necessity and function of public participation in national park protection.On the basis of analyzing the status quo and problems of public participation in national park protection in China,and drawing on the reasonable experience of public participation in extraterritorial countries,combined with the reality of national parks in China,Suggestions for institutional improvement.Specifically,the need for public participation in the protection of national parks is reflected in the realization of the realization of citizens' environmental rights,effective supervision of the government's protection of national parks,and the sharing of national parks;the public participation in national park protection includes the promotion of legislation and The democratization of decision-making,balancing various interests and optimizing the state's management tools.The practice of public participation has been carried out in the national park pilots in China,but there are problems of lack of public participation norms,limited participation,single participation,and imperfect guarantee mechanisms.Investigating the experience of the public participation in the protection of national parks,the main participants of public participation are stakeholders,communities,volunteers,environmental protection organizations and scientific research institutions;participation includes participating in national park legislation,participating in monitoring government information disclosure,participating in national park management;participation methods include joining protection organizations or cooperative projects;the participating guarantee mechanisms include legal protection,environmental education security,financial security,and legal relief.These experiences are inspiring for the improvement of the public participation in the national park protection system in China.China should formulate a National Park Protection Law at the macro level,and improve the system design from four aspects: First,broaden the scope of participants,includingcommunity residents,volunteers and environmental protection organizations;Second,clarify matters of public participation,including participation in national park legislation,promotion of environmental education,and participation in national park environmental monitoring;third,standardizing participation methods,including standardizing public participation columns in national park official websites,regulating patrol organizations,and regulating public consultations.Fourth,establish a safeguard mechanism including the right to information,financial support,skills protection and legal relief.We will improve the system of public participation in the protection of national parks in China,and finally achieve the goal of balanced development of national park protection and utilization.
