The climate change and environmental pollution caused by human activities over the past centuries have seriously threatened the survival of human beings. In recent decades, the international negotiations on climate change have never stopped, and a series of agreements and clauses have been signed. However, the climate issue is quite complicated, involving many fields such as economy, politics and diplomacy. Therefore, the international negotiations have been bogged down for many times. The Paris Agreements was adopted at the Paris climate conference in 2015,which is a continuation of the Kyoto protocol, weakening its "top-down" mandatory emission reduction, revising it to contribute to emission reduction independently and opening a new chapter for the international response to climate change. However, under the framework of the Paris Agreements, the US government has questioned China’s proposal of voluntary emission reduction. It believed that China would reach the peak of carbon emission in 2030,during which China will emit a lot of carbon and is allowed to build hundreds of coal-fired power plants, which is a great damage to the environment. How do the relatively strict climate policies adopted by developed countries affect the export value of China’s carbon-intensive industries? Is it true,as the developed world fears, that China’s exports will increase, squeezing its market share? The article uses the panel data from 2009 to 2017,the developed countries to adopt the most stringent climate policy period data,an empirical analysis using the trade gravity model in the developed countries adopt strict climate policy not only make carbon-intensive industry in our country export trade volume increases, instead of down,so the developed countries were exaggerated fears.Put pressure on the developed countries to developing countries to increase their emissions,it also makes China post Kyoto era international challenges, but believe that today’s carbon emissions in our country is developed countries "first development, the first",promises to aid developing countries and developed countries money enough for emission reduction, low carbon core technology is not transferred to developing countries, developed countries face the problem more human development is to consider their own economic interests.China started late in coping with climate change, and inadequate experience, domestic to establish carbon trading market in 2013,2017 to build the carbon trading market, and only in view of the power generation industry, our country should insist on emission reduction policies that fits our national condition, joint reduction work actively with other countries, from simple to complicated gradually perfect the system of emission reduction in our country, strive for an early and international emission reduction policy, this is the goodbeginning of the future to resolve international pressure to reduce emissions.
