Research On Public Participation Mechanism In Community Management Of Mangrove Nature Reserve

Mangrove Nature Reserve has achieved some results by introducing public participation in mangrove protection through community co-management.However,due to the lack of systematic and long-term public participation mechanism,the effect of public participation in mangrove protection is not good.However,the research results of public participation in mangrove protection at home and abroad are mostly from the theoretical framework of public participation in mangrove protection,description of participation level,participation channels,participation system and legal protection,and lack of systematic research on public participation mechanism in mangrove protection.How to construct a systematic and long-term public participation mechanism for mangrove protection is still an important issue in theory and practice.Therefore,this paper attempts to systematically study the mechanism of public participation in community co-management of Mangrove Nature Reserve from the aspects of motive mechanism,guarantee mechanism,operation mechanism and feedback mechanism of public participation.This paper mainly chooses Shankou Mangrove Nature Reserve in Guangxi as the research object,takes the participatory governance theory as the analytical framework,and through reading the literature related to the mechanism of public participation in mangrove protection,forms a comprehensive study at home and abroad.On the basis of defining the relevant concepts and theoretical analysis,this paper analyses the current situation of public participation in Shankou Mangrove Nature Reserve in Guangxi.In this paper,the problems of public participation in mangrove protection in Shankou Mangrove Nature Reserve of Guangxi were discussed,and the causes of the problems were analyzed.Finally,the countermeasures to improve the mechanism of public participation in Shankou Mangrove Nature Reserve of Guangxi were put forward.The main points of this paper are as follows:The public participation mechanism in community co-management of Mangrove Nature Reserve should include four aspects:dynamic mechanism,guarantee mechanism,operation mechanism and feedback mechanism.The public participation mechanism of Shankou Mangrove Nature Reserve in Guangxi has the following problems:low participation autonomy,passive participation and lack of participatory cultural atmosphere;vague existing legal documents,lack of relevant system guarantee,lack of collective support and low degree of organization in the protection mechanism of public participation;and the operation mechanism of public participation.There are some problems,such as lack of main body status,narrow scope of participation and diversification of ways of public participation,but most of the public rely on the way of participation of government organizations,the process of participation is not sustainable,lack of perfect incentive mechanism,and lagging behind in the feedback mechanism of public participation.The main reasons for these problems are:"Government-led" cultural constraints and management concepts lag behind;The legal system and organizational guarantees related to mangrove protection are not sound;restriction of the government's one-dimensional protection model;Low government response and lack of communication platforms,etc.To this end,the following strategies and measures should be adopted to improve the public participation mechanism in community co-management of Mangrove Nature reserves:The first is to create a participatory governance concept and atmosphere for mangrove protection;the second is to consolidate the legal system and organizational foundation for the protection of public participation mechanisms;and the third is to improve the public participation mechanism and attach importance to the participation of the subject and object in the public participation mechanism.Reduce public participation costs,broaden the low-cost participation channels,etc.Fourth,establish and improve the public participation feedback mechanism.Systematic and effective public participation mechanism is a powerful guarantee for mangrove protection and management.The research results can provide reference for optimizing the public participation mechanism in community co-management of Mangrove Nature reserves.
