Research On Owner Safety Management Model Of Government-invested Project

In recent years,the proportion of government-invested projects,such as the construction of Beijing City Vice-Center,Xiongan New Area and Winter Olympic Project,has gradually increased in the construction market,in China.Because of the large volume,tight construction period,heavy tasks and high social impact of government-invested projects,once a safety accident occurs,it not only brings serious harm to people’s lives and property,but also poses a serious threat to the sustainable,healthy and stable development of the construction industry in China.As the owner of government-invested project,its importance and participation in safety management play a vital role in the success of projects.However,at present,the research on safety management theory of government-invested projects in China lags behind.Especially for those who undertake important management functions,there is no scientific and systematic framework in the organizational structure and management mode of safety management,and most of them are groping ahead in practice.Based on phenomenon,this paper summarizes the management model of governmentinvested projects and the experience of owners’ safety management in developed countries and regions through literature analysis and questionnaire survey,and analyses the current situation of owners’ safety management of government-invested projects.On this basis,the key elements of the safety management of government-invested project owners are summarized,and the framework of the safety management model of government-invested project owners is constructed.Taking the project of the administrative office area of Beijing Vice-Center as an actual case,this paper summarizes the safety management mode of the owner of the project in the administrative office area of Beijing Vice-Center,extracts the best practices of the safety management of the owner of the project in the administrative office area of Beijing Vice-Center,fills in the blank of the safety management mode of the owner of similar government-invested projects in China,and invests in the safety management mode for the government.The improvement of the overall level of safety management of owners of capital projects provides theoretical guidance and practical experience for reference.
