Study On Legal Countermeasures Of Ecological Protection Of Liaohe Estuary Wetland

As one of the world’s three major ecological systems,wetland,together with ocean and forest,is a gestate integrating various environmental elements such as water resources,soil and climate.It has rich ecological and economic values.China is rich in wetland resources,including river wetland,lake wetland,marsh wetland and other natural wetlands and many artificial wetlands.Wetlands provide China with about 270 billion tons of fresh water and are home to thousands of species of plants and animals,including more than 200 species of birds.Liaohe Estuary Wetland is a unique meandering landscape due to its endless reed marshes and red beach,where many red-crowned cranes,black-billed gulls and other rare waterfowl inhabit.However,according to the results of the second national wetland survey in 2014,China’s wetland protection is still faced with a large area of decline,decline in function and other problems.As one of the few estuarine wetlands in China,the Liaohe Estuary Wetland has been decreasing in natural wetland area and biodiversity year by year due to natural factors such as climate change and local man-made factors such as lake reclamation,aquaculture and chemical production.This paper intends to explore the legal loopholes in the ecological protection of Liaohe Estuary Wetland from a legal perspective,learn from advanced experience at home and abroad,and put forward countermeasures from the legislative system,legislative content,legal system and management system.This paper is divided into five chapters.The first chapter describes the research background,research purpose,research significance,domestic and foreign research status and specific research methods of this paper.The second chapter mainly introduces the wetland and Liaohe Estuary Wetland in a general way,including the legislation process of wetland in China and the current situation of legislation and management of the Liaohe Estuary Wetland.Chapter three discusses the problems that hinder the ecological protection of Liaohe Estuary Wetland from the aspects of legislation system,legislation content,legal system and management system.Chapter four mainly introduces the advanced experience of foreign and domestic wetlands and its reference significance to Liaohe Estuary Wetland.Chapter five discusses the Suggestions on ecological protection of Liaohe Estuary Wetland.The central thesis of this paper is clear,that is through legislative means to constantly improve the laws,regulations,rules and perfect legal system and management system of ecological protection of Liaohe Estuary Wetland,in order to improve the ecological environment of Liaohe Estuary Wetland and promote sustainable economic development.
