Natural gas distributed energy resource has the advantages of low pollution,high comprehensive energy efficiency and sustainable energy supply.Against the background of the rise of low-carbon,environmental protection and energy saving actions around the world,it is of great practical and strategic significance to promote the development of natural gas distributed energy resource in China.However,due to the high price of natural gas,the dependence of key equipment on imports,load incubation period and other factors,China's natural gas distributed energy enterprises are generally difficult to operate,which is unfavorable to the sustainable development of natural gas distributed energy industry.Considering the poor operating benefits of natural gas distributed energy projects in China,this paper studies the subsidy mechanism and benefit enhancement strategies for natural gas distributed energy resource.First of all,starting from the current situation of the development of natural gas distributed energy,operational difficulties are analyzed and deficiencies of China's current subsidy policies are pointed out.Secondly,in view of the existing problems of subsidy policies,principles of subsidy for natural gas distributed energy resource are established,and on the basis of the principles,a subsidy mechanism is proposed.The subsidy mechanism adopts the form of classification by building type project,regional internal combustion type project and regional aviation modification type project,and it divides the subsidy into a support subsidy in the cultivation stage and an energy efficiency incentive subsidy in the mature stage.The internal rate of return index based on three benchmark projects is used to measure the subsidy amount.In terms of specific implementation,subsidies will be issued year by year.In the end,the proposed subsidy mechanism is applied to formulate the standard of subsidy for natural gas distributed energy resource in Shanghai,which verifies its feasibility.In addition,according to the difficulties faced by China's natural gas distributed energy resource such as low matching degree between projects' size and load,lack of market operation opportunities and high project cost,benefit enhancement strategies are raised from the perspective of natural gas distributed energy itself.Firstly,an overall planning and installed optimization strategy implemented in stages is put forward to achieve the projects' scale and load coordination for each stage.Secondly,under the background of encouraging natural gas distributed energy to participate in the power market competition,the mode selection and price strategy of natural gas distributed energy to carry out direct power transaction are discussed.Thirdly,in order to alleviate the pressure of energy project construction fund and guide users to participate in investment,property rights structure diversification is explored and relevant price strategies are structured.Finally,an example is given to demonstrate the effectiveness of the proposed strategies.
