Application Research On PPP Financing Model Of River Basin Governance

Rivers are the key resources and environmental carriers for urban survival and development.Watershed management is an important part of water pollution prevention and control.With the official promulgation of the State Council's Water Pollution Prevention Action Plan and the concept of sponge city in recent years,the comprehensive improvement of water environment in the basin Rise to the national strategic level.At present,problems such as poor water quality,heavy water ecological damage,and many hidden environmental hazards in some areas of China are very prominent.The task of river basin management projects is heavy and the demand for funds is large.In the traditional case of local government financing to provide watershed governance,on the one hand There are drawbacks such as excessive local government debt burden,limited financing capacity,and insufficient technical and management experience.On the other hand,social capital is in a state of high savings rate and investment obstruction.The emergence of the PPP(Government and Social Capital Cooperation)financing model has provided a new way of thinking for urban water environment management,and injected new vitality into the reform of the financing system.This paper uses a combination of theoretical research and case analysis to study the application of watershed governance PPP project financing model.Based on the research of relevant literature and theory,this paper takes the operation and related data of PPP project in Nakao River Basin of Nanning as an example,and analyzes the operation mechanism of PPP financing mode according to the reality of water environment management in the whole life cycle of the whole river basin.From the perspective of finance and other aspects,analyze the success of the project,explore the application difficulties,and then combine the project reality,study the enlightenment of the case project,and give out the relevant suggestions for the improvement of the watershed governance PPP project.Based on the industry and the watershed governance PPP project,an in-depth study and analysis of the implementation of the Nakao PPP project in Nanning reflects the characteristics of this paper.At the same time,the NPP River Basin Management PPP project in Nanning as a benchmark project in the industry,the successful PPP financing model application experience will also have some reference for other river basin governance projects in the industry,for the development of PPP mode in the water environment management domain And the application provides an important reference to optimize the operation of the PPP model for urban water environment management in China,and promote the development of urban water pollution prevention and control industry in China.
