In our country,in the emergency disposal measures already had "a case three treatemts"(such as plan,rule of law,system and mechanism)is relatively mature system,have relatively perfect legal system and shall be the responsibility of the national unified leadership,classification management and classification,apanage management,comprehensive coordination of emergency management system,in terms of emergency management mechanism is a unified command,responsive,and operating efficiency and coordinated and orderly.However,in terms of environmental emergencies,they are more complex and difficult to deal with.If they are not handled properly,they will lead to a series of environmental and social consequences.In the current situation of high occurrence and complex hazard of environmental emergencies,the countermeasures against such incidents are not perfect.Therefore,it is necessary to use scientific methods to improve the ideas and methods of countermeasures.This paper takes two environmental emergencies in a certain place in jiangxi province as the research object.By means of literature research,participatory observation and interview,this paper summarizes the successful experience and shortcomings and analyzes the causes and influencing factors of the problems by investigating the measures and effects taken by various objects in specific environmental emergencies.The results show that: the main body of event handling is single,the policy and regulation is invalid,the public opinion guidance is not timely,the neglect of public acceptance psychology and other problems are the important factors that lead to the occurrence of environmental emergencies and the subsequent improper disposal.Led by the idea of "lagging legislation and planning ahead",many environmental emergency plans are of low quality.In the case of environmental emergency,if the asymmetric information of the event leads to rumors,it will worsen the situation and trigger environmental mass events,thus reducing the credibility of the government.On the other hand,the correct,scientific and effective grasp of the public's psychological changes is the key link of scientific response to environmental emergencies.By analyzing the factors that affect the effect of event handling,the author discusses the countermeasures to deal with environmental emergencies,changes the thinking of maintaining stability in the concept,and takes the protection of citizens' physical health as the primary value.In the way to change the control of thinking,pay attention to understanding dialogue and coordination;In the system,we should change the thinking of remedy after the event and attach importance to the prevention before the event and the disposal after the event.Aiming at the shortcomings of the now in disposal countermeasures put forward in advance,the approaches to improve and give full play to the social work from the power of the organization,perfecting the legal system,perfecting the information disclosure,and strengthen the public psychological persuation is improved,the implementation of emergency environmental accidents prevention and proper disposal,real in environmental emergency disposal countermeasures for the future to provide the reference.
