In the report to the 18 th national congress of the communist party of China,it is proposed to build a systematic,scientific,standardized and effective system to make all aspects of the system more mature and finalized.As a regional pollution prevention and control system,the total volume control system is one of the important systems that urgently need to be improved and improved in ecological civilization.The total pollutant emission index is an important capacity resource and means of production for regional development.The more the index is,the larger the future development space will be,and the less the index will be,which will greatly restrict the future development.Therefore,the fair decomposition and distribution of the total regional pollutant control index has always been the key link of the national and provincial index decomposition.History from the perspective to ensure economic and social development of the areas under their respective jurisdiction,emissions from large area are more inclined to the government at a higher level with the method of historical emissions or proportional reduction,while a concentration of industry in the more inclined to be carried out in accordance with the industry index decomposition,therefore,for regional difference obvious region,which decomposition approach is more suitable for? Which distribution method has the least impact on the region and the most benefit is an urgent problem for the government to solve.Based on this,this paper is based on resource scarcity theory,total pollutant control theory,sustainable development theory and so on.Firstly,this paper summarizes and analyzes the existing total index decomposition methods at home and abroad,and concludes seven methods: equal proportion reduction method,regional distribution,industry distribution,equal-distributed coupling distribution,non-equal-distributed coupling distribution,regional population distribution and GDP distribution.Secondly,from the environmental benefits,the scientific nature,fairness,cost benefit and economic benefit of five aspects: the selection of COD reduction amount,fossil fuel savings,investment cost,the added value of environmental protection industry,employment and other five indicators of quantitative and scientific nature,three languages,such as an acceptable degree,competitive advantage,descriptive qualitative indicators to build the evaluation index system,using the comprehensive sort VIKOR multi-objective decision method,fully considering the differences between regions,from the perspectives of regions and around the city and to explore the influence on the regional of the smallest index decomposition method,the optimum amount of control Comprehensively evaluate the suitability and selection strategies of various distribution schemes in different regions,and take 9 prefectural cities in Jilin province as examples for analysis.The results show that in the selection and evaluation of COD total control index decomposition methods for Changchun,Siping,Liaoyuan,Songyuan and Baicheng cities,the Q ranking of non-uniform coupling distribution method is the first place,which is the most ideal distribution scheme,fully reflecting the advantages of nonuniform coupling scheme.Divide this is mainly due to the coupling method is introduced into negotiations mechanism,the traditional method of distribution from the top-down into full consideration the differences of different regions,different industry distribution of bottom-up method,compared with the reference quantity is determined,the quota to fluctuate 30%,makes the regional allocation amount change much,scheme is easy to accept.For paper industry,chemical manufacturing industry,food processing industry and other industries with high COD emission,such as Jilin city,Tonghua city focus on distribution according to the industry distribution method.However,Jilin the decomposition of total quantity control of COD index,according to industry gain too much COD emissions,according to the principle of total amount control,need to slash COD emissions elsewhere,is not in conformity with the principle of fairness,the practical significance is not big,so the equipartition coupling allocation method is Jilin city optimum total quantity control of COD index decomposition method.The most ideal distribution plan of Yanbian Korean autonomous prefecture is the regional distribution law,which is mainly due to the country and Jilin province to provide a large number of preferential policies for its development,the establishment of a number of national high-tech development zones and industrial parks.This study summarizes and analyzes the appropriate decomposition methods of COD total control indexes in various regions.After comprehensive consideration,the non-uniform decoupling method can be determined as the most suitable decomposition method of COD total control indexes in Jilin province,providing useful reference for government decisionmaking.
