The Influence Of Anti-dumping Of US Steel Products On China’s Iron And Steel Industry

The iron-and-steel industry is the pillar industry of the national economy.It is a basic and necessary industry in industry and is called " industrial skeleton".Its upstream is related to energy industry and mining industry,while its downstream is related to the development of construction industry,manufacturing industry and even military industry.The international economic impact on the steel industry has an important impact on a country.However,with the spread of trade protectionism,non-tariff barriers dominated by anti-dumping have become the main trade remedies to restrict the import and export of steel products in various countries.According to the report of the World Trade Organization(WTO),China has been the biggest target country of global anti-dumping investigation from 2000 to 2018.Among them,214 anti-dumping cases occurred in steel products,accounting for 64.49%,48 anti-dumping cases initiated by the United States,accounting for 22.43%,which is the main anti-dumping country for China’s steel products.Therefore,this paper will study the impact of anti-dumping of American steel products on China’s iron and steel industry,and provide suggestions for China’s iron and steel industry to deal with anti-dumping.Firstly,this paper combs the domestic and foreign literature on the related topics of "the causes of anti-dumping","the impact of anti-dumping","the causes of steel industry encountering anti-dumping","the consequences and measures of steel industry encountering anti-dumping".Secondly,after mastering the views of domestic and foreign scholars on anti-dumping of steel products,this paper introduces the basic situation of global anti-dumping of steel products.This paper analyses the current situation of anti-dumping of iron and steel products in the world from two aspects: the initiator and the recipient of anti-dumping of iron and steel products,and the judgment result of the case.It also analyses the characteristics of anti-dumping of iron and steel products in the United States according to the current situation.Then,taking the case of anti-dumping of stainless steel flanges in China as an example,combining with the market situation of stainless steel flanges in China and the United States,this paper analyses the reasons why the United States initiated anti-dumping cases against Chinese steel products.And from the industry appeal mechanism and enterprise factor,it analyses why China’s steel products frequently encounter anti-dumping and obtain higher award tax rates.Then,based on the previous analysis,this paper analyzes the impact of U.S.anti-dumping on China’s iron and steel industry.It elaborates in detail the trade effects of trade investigation effect,trade restriction effect and trade transfer effect,as well as the non-trade effects of market price effect and technological innovation,and lists corresponding cases.Then,it analyzes the impact of anti-dumping on the upstream and downstream industries of iron and steel.Finally,according to the previous analysis,from the perspective of the Chinese government and enterprises,this paper puts forward specific strategies and suggestions on how to deal with anti-dumping of China’s steel products.The Chinese government should raise the corresponding administrative and quasi-entry thresholds for the iron and steel industry,strictly supervise and inspect the environmental protection problems and quality problems in the production process,and encourage enterprises to reform and upgrade their industrial structure.It is also necessary to improve the entry and exit mechanism and industry quality standards to promote the optimization and quality improvement of China’s iron and steel products.China Iron and Steel Association should establish and improve the industry coordination mechanism,enterprise evaluation mechanism,industry early warning mechanism and industry appeal mechanism,strengthen the management and coordination of the industry,maintain a good foreign trade order,and help the enterprises involved in the case in documents,materials and laws.Enterprises should take the initiative to optimize their own industrial structure,increase R&D and innovation,and expand exports of international and product categories.In the face of anti-dumping lawsuits,enterprises should seek help from associations and relevant departments of the state,prepare relevant litigation materials,and appeal in a positive manner.
