Study On The Green Growth Efficiency Of Countries Along "the Belt And Road" And Its Influence Factors

In 2013,Chinese President Xi Jinping put forward the Belt and Road Initiative,Which has been recognized and widely participated by the countries along the B&R from now on,and has achieved considerable results.It has provided new impetus for the economic growth of all countries in the world,especially along the B&R.At the same time of economic development,environmental problems can not be ignored.In May 2017,General Secretary Xi attended the opening ceremony of the the Belt and Road International Cooperation Summit and put forward the establishment of the Belt and Road Green Development International Alliance.There are many developing countries along the Belt and Road,When they developing infrastructure,there will be many enterprises with high energy consumption,which will lead to the fact that the carbon emissions of the countries along the B&R are far higher than the world average level.While pursuing rapid economic development,they will probably ignore the impact on the environment and fall into the unsustainable road of pollution first and then protection.Therefore,the pursuit of green development has become an inevitable choice.Starting from green growth,this paper based on a lot of books,periodicals and reports from scholars at home and abroad.First of all,the background,relevant concepts and theoretical basis of this article are expounded.Taking 26 countries along the Belt and Road as the research object,and the data envelopment analysis is applied to calculate the comprehensive technical efficiency of the green growth of the relevant countries.In an inefficient state and the gap is obvious,further analysis is made on whether the inefficient countries are caused by the inefficiency of pure technical efficiency or scale efficiency.On the basis of calculating the efficiency of green growth,this paper analysesthe influential factors of green growth,and selects five influential factors.Tobit regression shows that industrial structure and urbanization level have a significant negative impact on the efficiency of green growth of countries along the B&R;opening-up policy has a positive impact,but has not passed the significant test;about the factors of economic development level,the coefficient of logarithm of per capita GDP is significantly negative,but the square coefficient of logarithm of per capita GDP is significantly positive,which proves that there is an inverted U-shaped relationship between green growth efficiency and economic development of countries along the B&R,and environmental regulation has a significant positive impact on green growth efficiency of countries along the B&R.Finally,according to the results of DEA and Tobit empirical analysis,the development situation of countries along the line and the theoretical analysis of the preceding,the corresponding policy recommendations are put forward,such as upgrading the industrial structure,optimizing the opening-up policy,promoting the high-quality development of urbanization,improving the environmental regulation policy,and strengthening cooperation among countries.
