Beijing-Tianjin Sandstorm Source Control Project is an ecological construction project and it mainly aims to solve the issue of sandstorm harms, improve the ecological environment around the capital area. This project will help to ensure the sustainable development of our country's economy.Based on the literature, the vast majority of scholars are studying the effect on environmental, social, economic and technical aspects, monitoring, evaluation and so on.But so far,few has studied the effect of the project on rural labor transfer. This paper explores the net effect of the project on rural labor transfer without the influence of economy development and urbanization process by using the balanced panel data about 73 consecutive samples in the year of 2005 to 2015.Firstly,this paper filters the significant variables through the panel data model, and preliminarily analyzes the effect of project on rural labor transfer.Secondly, based on the regression model's results, this paper selects the significant variables in the model and economic variable as covariates, using the method of propensity score matching and getting the net effect of the project on rural labor transfer. The results show that this project has a positive effect on rural labor transfer, and the net effect increased by 0.9%from the first phase to the second phase, indicating that with the implementation of the project, the social and economic benefits will become more obvious. Finally, this paper proposes policy suggestions for the sustainable development of the project.
