Research On Green Development Evaluation Method And Application Based On Development Stage

As China’s economy shifts from a high-speed growth to a high-quality development,the task of promoting green development is more important and urgent.Establishing a scientific and rational evaluation method for green development to quantitatively study and evaluate the level of green development at the national,regional and industrial levels can assess and diagnose whether the relevant policies are reasonable and whether the path is moving towards the goal of green development.At present,the evaluation methods for regional green development are to evaluate the green performance(such as resource utilization efficiency,pollution emission level,etc.)at different development stages at the same time and with the same standard.This kind of evaluation thinking ignores the heterogeneity of the regional development stage and cannot objectively reflect the level of green development in different stages of development.This paper proposes a green development evaluation method based on the characteristics of regional development stage.This method considers the economic development stage(characterized by per capita GDP)as an important variable affecting regional resource utilization and pollutant emission level,and combined with the environmental Kuznets curve and other theories that characterize the stage characteristics,the green development evaluation model of the relationship between regional development stage and resource utilization and pollution discharge is constructed,and the method is applied to 31 provinces,autonomous regions and municipalities across the country(2012-2017)and the 20 international sample countries(2005).The evaluation results show that:(1)Compared with the traditional green development evaluation method,the green development evaluation based on the development stage is more in line with the connotation of green development,and can more accurately reflect the green development efforts of the late-developing regions and countries;(2)Among the 31 provinces,autonomous regions and municipalities directly under the central government,in 2017,the green development scores of Beijing,Hainan,Fujian,Guangdong and Zhejiang ranked the top five in the country;the green development level of Hainan,Jilin and Inner Mongolia Autonomous Region in the past five years The promotion is the fastest;the green development of the provinces across the country presents an imbalance of “high east and low west”.Finally,based on the conclusions reached,relevant policy recommendations are given,in order to better guide the practice based on the green development evaluation method at the development stage,and provide a new path and perspective for China’s green development.
