| In the new era of China,the problem of environmental pollution has become a major obstacle to the realization of people’s needs for a better life.How to coordinate the contradiction between ecological environmental protection and economic and social development is a severe test of the government’s ability to govern.In the context of the increasingly prominent environmental pollution problem in China,whether the government needs to implement environmental regulation research is no longer of practical significance.Literature studies show that the transfer of China’s polluting industries follows the gradient transfer from the east to the central and western regions.How to effectively prevent the regional transfer of environmental pollution,avoid the development mode of the post-polluting governance in the central and western regions,and further promote the transformation of the industrial sector from the extensive development model to the intensive development model is an important guarantee for achieving sustainable green economy development.,has important practical significance.Based on the existing classification standards of pollution industry and technology level,this paper further divides the industrial industry into four categories:high pollution low technology industry,high pollution high technology industry,low pollution high technology industry and low pollution low technology industry.The net relative flow of industrial relative transfer and the relative net flow of industrial transformation were introduced to measure the net flow of industrial transfer and the net flow of transformation in various regions.Based on the panel data of industrial sectors in 30 provinces of China from 2005 to 2015,the impact of environmental regulation on the transformation and transfer of different types of industrial sectors was empirically studied.The results show that:(1)Environmental regulation is conducive to promoting the spatial transfer of high-pollution and low-tech industries,and further “forces” the industrial transformation of high-pollution and low-tech industries;(2)Environmental regulation is conducive to promoting other industries to low-pollution and high-tech Industrial transformation and upgrading;(3)Environmental regulation has no significant effect on the transfer and transformation of high-pollution high-tech and low-pollution and low-tech.(4)The investment inscientific and technological innovation is conducive to the transformation and upgrading of high-pollution and low-tech industries to low-pollution and high-tech industries.On this basis,the paper further studies the conclusions in the eastern,central,western and northeastern parts.The results show that:(1)environmental regulation in the eastern region has a positive effect on the transfer of high-pollution and low-tech industries.Environmental regulations in other regions have not significantly promoted the transfer of high-pollution and low-tech,and concluded that other regions have become refuge for the transfer of highly polluting and low-tech industries in the eastern coastal areas.(2)Environmental regulation is conducive to promoting the transformation and upgrading of high-pollution and low-tech industries to low-pollution and high-tech industries.Finally,the paper further tests the conclusions through the systematic GMM estimation method. |
