Since the 1980s,with the rapid development of China's economy,the increase of population and the acceleration of urbanization,environmental pollution and ecological damage including sewage have become more and more prominent.Sewage is the waste water discharged by human production activities.It often contains a lot of heavy metals,toxic substances and impurities,which not only affects the ecological balance of nature seriously,but also causes irreversible damage to human health.Sewage treatment and sewage regeneration have been paid unprecedented attention by the government and society.It is also the most important task of water environmental protection in our country at present and in the future.As a public service industry,sewage treatment has always relied on the support of the government.Most of the these projects' construction and operation responsibility are mainly undertaken by the government,and each project often only needs to complete the sewage treatment task.Compared with the economic benefits,they pay more attention to the social and environmental benefits of sewage treatment,which leads to the inadequate cost control and low operating efficiency.Whether the cost of sewage treatment projects is effective or not,and how to strengthen the control of their costs are the problems to be solved in this paper.From the perspective of life cycle,firstly,this study divides the life cycle stages of four sewage treatment projects A,B,C,and D.Based on this,the study constructs a life cycle cost model and divides cost effectiveness into three measures of cost effects,cost efficiency and cost savings.Using Cost-Benefit Analysis to quantify"cost effect",Data Envelopment Analysis to quantify "cost efficiency",and Cost Redundancy to quantify "cost savings".Then the life cycle cost effectiveness of each project was compared and analyzed.The results show that only project A achieves a cost-effective goal,which the cost effectiveness's three-dimensional measurement are relatively good;project D's cost effect and cost savings are good but the scale is unreasonable,resulting in low cost efficiency;and projects B and C both have major problems with cost effectiveness.According to these results,this paper rethinks the shortcomings in the cost control of sewage treatment projects.From the period of construction,operation,maintenance and abandonment,the study puts forward some suggestions to improve the cost control of sewage treatment projects with the most effective life-cycle cost,such as reasonably choose the sewage treatment process,strengthen energy consumption control,strictly control water quality standards,regularly maintain equipment,and appropriately raise water fees.
