The existence and development of human society are affected by environmental problems.With the continuous understanding of the concepts of sustainable development,pure economic indicators such as GDP can no longer accurately measure the quality of economic development based on resource and environmental consumption.Ignoring the economic efficiency of environmental pollution loss is not comprehensive and accurate.Environmental efficiency is a comprehensive evaluation indicator for evaluating economic and environmental,it has gradually matured after years of research.The road to green development is an important part of the five development concepts and has been raised to a new level in the 13th Five-Year Plan.Environmental efficiency reflects the input-output efficiency of the economy considering environmental losses,is of great significance for measuring the quality of economic development.It is the only way for our society to achieve the two goals of economic development and environmental protection by ensuring quality and quantity for economic growth,reducing emissions of pollutants and improving environmental quality.This paper completes the environmental efficiency measurement of 30 provinces and cities(excluding Tibet),and analyzes the possible influencing factors according to the difference of environmental efficiency.This paper use the BCC model and the super-efficient SBM model,measuring the environmental efficiency of the provinces in the presence or absence of environmental pollution variables with the input and output data of 2010-2015,and the four regional environments are obtained according to the results of various provinces and cities.This paper starts from the following aspects:First,an indicator system for evaluating environmental efficiency is constructed from the perspective of input and output.After the introduction of the DEA theory,the efficiency measurement model suitable for the purpose of this study was selected to measure the environmental efficiency of each province and city.The results show that the addition of environmental pollution variables makes the efficiency of DEA inefficient and provincially significant.The highest environmental efficiency values of the four regions is the Eastern China,followed by the Western Region,Northeast China and China Central.Secondly,based on the analysis of environmental efficiency,the slack variables are analyzed in all provinces to judge the improvement direction of different provinces.The results show that the economically developed provinces still have low environmental efficiency,and different types of inefficient provinces have different directions space.Thirdly,on the basis of the STIRPAT model(population activity,economic development level,technical factors,etc.),a tentative research work was carried out on the factors affecting environmental efficiency.The results show that economic development level and environmental policy have a negative impact on environmental efficiency.Technology improvement and environmental awareness have positive impacts,while foreign investment factors and population activities have no significant impact.At the same time,in view of the regional environmental efficiency differences,the factors affecting the environmental efficiency of the four major regions of the country were analyzed.In addition,this paper proposes relevant policy recommendations for improving environmental efficiency and achieving coordinated development of economy and resource environment,such as transforming government roles and improving market mechanism;Adjusting energy consumption structure and industrial structure;implementation of innovation-driven strategy to create an atmosphere of technological innovation;focus on the quality of foreign investment,and strengthen supervision over legislative enforcement.
