Research On Government Regulation Strategies Of Environmental Protection PPP Projects From An International Perspective

Environmental protection has gradually become the focus of national attention in recent years.There is still a certain gap between China’s current level of environmental protection industry and developed countries.In recent years,with the development and improvement of PPP model,PPP has gradually become an important means of investment in environmental protection projects.However,due to the particularity of environmental protection PPP projects in China,they generally have the characteristics of large investment quota,complex technology and long cycle,so government supervision plays a decisive role.Firstly,this research analyzed the development status of environmental protection PPP projects in China,and combined with the relevant policies of PPP launched by the state,found some problems of environmental protection PPP projects in China.Secondly,by comparing the domestic and foreign models of government supervision of environmental protection PPP projects,taking the regulatory models of the United Kingdom,France,the United States,Germany and other countries as an example,the causes of the problems of environmental protection PPP projects in China are deeply analyzed from the macro level,and corresponding suggestions are put forward.On this basis,the Government-Social capital interest game model is established to simulate the interests between the government and social capital.Department.Then,through the analysis and solution of the model,the strategy of government supervision is put forward from the micro-quantitative level.Finally,combined with the actual case,the model is tested in the case to verify the feasibility of the model,and accordingly,the supervision method for specific projects is given.Finally,based on the analysis of both macro and micro aspects,this research puts forward systematic suggestions on the government supervision of environmental protection PPP projects from three aspects:policy level,legal level and supervision methods.The purpose of this study is to put forward scientific and targeted suggestions for the supervision of environmental protection PPP projects,and then to promote China’s environmental protection PPP projects to a healthier and more rational way.
