Study On Ecological Compensation Model Of Coal Resources Development In Xinjiang

Due to the characteristics of China's coal resources,less oil,less gas,and alternative new energy products in the short term is difficult to be large-scale promotion.Therefore,the position of coal in China's energy consumption structure in the long term will occupy an important position.During the“13th Five-Year Plan",combine with the new energy intensive industry development needs,promote clean and efficient,intensive production,large-scale construction of coal and coal chemical industry is a major goal in Xinjiang.In this period,coal's demand will continue to rise,the level of economic development will continue to increase too.But behind economic growth,the ecological environment of coal mining damage caused by the problem is ignored,which not only can complete an important factor influencing the grand goal,but also an important factor affecting the sustainable development of society,economy and ecological environment.Therefore,it is very important to improve the ecological compensation mechanism of coal resources in Xinjiang,and to explore the appropriate ecological compensation model.In this paper,we study the current situation of ecological compensation of mineral resources in China and abroad.Combined with field investigation,Based on the field investigation,this paper is to understand the ecological compensation policy of coal resources development,and summarize the current ecological compensation model of coal resources development in Xinjiang.It is found that there are some problems in the current ecological compensation model,such as lack of targeted ecological compensation policy,lack of financing channels,the excessive tendency of"blood transfusion" ecological compensation,and lack of corresponding incentive mechanism and reward and punishment mechanism.Based on the experience of foreign countries,this paper puts forward actively promoting the top-level design of ecological compensation system,improving the related tax and fee system of coal resources,to broaden the financing channels of ecological compensation funds and to improve the ecological environment restoration and improvement of margin system.Based on the existing compensation model,according to the distinction and gradual principle,put forward the interregional horizontal ecological compensation mode,"feedback" compensation mode,"community mining build" mode,enterprise investment,government governance mode and the "recycling economy" mode five mode.
