Research On Conflicts Of Interest Andregulatory Mechanism Of PPP Projects Ofecological Management

As the world welcomes the rapid development of urbanization,China's ecological environment is facing severe challenges,meanwhile,the contradiction between the pressure of ecological management and the government's financial situation is also gradually aggravating.As an effective new financing management mode,the PPP mode is widely used in the field of public goods and services.As required by the current ecological environment problems in China,the introduction of the PPP mode into the application of ecological management is of an urgent matter,so as to alleviate the ecological management pressure and financial pressure of the government,improve the quality and efficiency of ecological management,and thus achieve a better ecological environment.Due to the technical complexity and low profitability of ecological management projects,in addition to the characteristic of PPP model involving multiple stakeholders,the organizational interest relationship of PPP projects of ecological management is characterized by dynamic complexity.These characteristics lead to the conflicts of interest in terms of rights and responsibilities,benefit distribution,relevant mechanisms,and supporting policies,etc.,during the implementation of the project.Therefore,constructing a scientific and reasonable regulatory mechanism of conflicts of interest and properly handling the organizational interest relationship of the project are the key to smoothly promote PPP projects of ecological management.Based on this question,in this thesis,the organizational interest relationship of PPP projects of ecological management was explored,the inducing factors leading to conflicts of interest thereinto were analyzed,and the regulatory mechanism of conflict of interest was constructed.The details of the study are as follows:To begin with,this paper presents the research background,followed by a review on the related research literature on PPP model interest relationship analysis and PPP projects of ecological management at home and abroad.Through the review of the research status quo,the research purpose and significance of this thesis were proposed,the research content and methodology were provided,and the key problems,as well as the technical route to be solved in the thesis,were clarified.Basic theories pertaining to PPP projects of ecological management were introduced,and the organizational interest relationship of PPP projects of ecological management in China was preliminarilyanalyzed.Next,33 inducing factors of PPP Projects of Ecological Management interest conflicts were identified based on literature review and expert interviews,on the basis of which,through questionnaire survey and factor analysis,the 33 preliminary factors were aggregated into 8 principal component factors.According to the importance and comprehensiveness of the factors,12 key inducing factors were extracted,and the interpretative structural modeling(ISM)of inducing factors was constructed.This model has a 4-level structure,reflecting the influence of 12 key inducing factors,as well as their pathways and root factors.Finally,combined with the key inducing factors of conflicts of interest and construction results of the ISM,the regulatory mechanism of conflicts of interest was constructed by focusing on the six aspects of PPP projects of ecological management,i.e.,financing mode,operation mode,legal system,talent cultivation,supervisory mechanism,and communication mechanism,so as to realize the win-win cooperation of PPP projects of ecological management.
