Due to the long project cycle,technical difficulty,high capital input cost,long capital recovery period,etc.Soil pollution control is difficult,low efficiency and even some soil pollution projects are “abord.At the beginning of 2017,Development and Reform Commission and Ministry of Land and Resources issued the “National Land Remediation Plan(2016~2020)” to clarify the national land remediation strategy deployment in the next period,which is the current land remediation action in China.The PPP model of soil pollution treatment project also came into being.However,in the pollution treatment project,the public and private interests are different,and reasonable income distribution is the key to the success of the project.Firstly,this thesis analyzes the income source and cost of soil pollution treatment PPP project.According to the characteristics and organizational structure of soil pollution treatment project,principles and influencing factors of income distribution are analyzed,and the income suitable for soil pollution treatment project is found.Secondly,by correcting the parameters such as input weight,risk sharing,contribution degree and contract execution degree in the Shapely value,the optimal solution of the income distribution between the public and private parties is obtained.Finally,the best income distribution of both parties is determined by the case analysis and the calculation of the Shapely value.Through the research in this paper,it is expected to provide theoretical basis and reference for the income distribution between public and private parties in the soil pollution treatment project,improve the success rate of project cooperation,and promote the healthy development of China's soil pollution treatment industry.
