In recent years,in view of the problem of "agriculture,rural areas and farmers",the state has many favorable policies,actively improve the rural economy,medical,health,education conditions,obtained the rapid development of agricultural production in our country,the farmers’income level was improved.But,low level of agricultural science and technology in our country,the natural disasters will greatly influence the agricultural production in our country,agriculture still belongs to the high risk industry.As soon as possible to protect the interests of farmers and the implementation of agricultural insurance is imminent.Agricultural insurance is an important aspect in the development of insurance in our country,is also a benefit hundreds of millions of farmers to the Gospel.Implementation of the agricultural insurance is to perfect the national agricultural support is an important part of the system and protection system,to reduce the agricultural natural disaster losses,to promote the sustainable growth of agricultural economy and stability of rural social development has important practical significance.This paper is the Hunan province natural disaster risk and its causes were analyzed,and then on this basis to discuss three pilot policy-oriented agricultural insurance development pattern.In view of the current status and problems of agricultural insurance in Hunan province of the contradiction between high loss ratio and profitability,lower claim amount,the insured farmers safe-haven weak awareness of the agricultural insurance problems such as unclear,this article uses logit econometric model,the influence factors of agricultural insurance needs of Hunan province has carried on the empirical analysis,it is concluded that agricultural insurance demand and agricultural income,agricultural income accounted for,the policy safeguard level and the level of education has significant positive correlation,therefore necessary in Hunan province from agricultural policy,the agricultural catastrophe risk disperse mechanism,agriculturalinsurance mode of the implementation of the strategy and the agricultural insurance propaganda education aspects promote the development of agricultural insurance.
