With the reform and opening up and acceleration of the process of economic globalization,China's urban economy has achieved rapid development in the wave of industrialization.Energy has injected inexhaustible power into economic development.However,with the rapid expansion of economic volume,China's energy waste and environmental pollution problems are also increasing.At present,China has become the world's largest energy consumer.In 2017,China's total energy consumption reached 4.49 billion tons of standard coal.Environmental quality problems such as air pollution and water pollution restricted China's economic development.Compared with developed countries,China still has gaps in energy conservation and pollutant emission reduction.For China's economic and social sustainable development,improving energy and environmental efficiency has become a top priority.In China,there are geographical differences,uneven economic development levels and different resource endowments.To improve energy and environmental efficiency,it is necessary to correctly evaluate the efficiency values of various provinces and cities in order to provide local managers with targeted decision-making basis.The Tobit regression model was then used to analyze the factors affecting the efficiency of the urban energy environment.This paper uses the DEA model to evaluate the energy environment efficiency of various provinces and cities in China.On the basis of the traditional DEA theoretical model,with reference to the research of the directional distance function of some scholars,a new energy environment efficiency evaluation model under different concerns is constructed,and the methods and paths for improving the sustainable development of the city are proposed.The empirical analysis of 239 cities in China shows that China's current overall energy environment is inefficient,and the efficiency of first-tier and second-tier cities is generally higher than that of third-tier,fourth-tier and fifth-tier cities.Most cities have greater efficiency values under energy concerns than efficiency concerns under environmental concerns.This paper also carried out supplementary research,using 30 provinces as a sample to analyze the energy saving potential of China's provinces under the concern of emission reduction.The research results show that China has great energy saving potential,and there are significant differences in the energy saving potential of the three types energy sources of water,electricity and natural gas in the eastern,central and western regions.Based on the research results of this paper,we have put forward corresponding policy recommendations for local governments for different problems in various provinces and cities.The conclusions of this paper are of great significance for improving China's energy environmental efficiency and promoting regional sustainable development.
