With the United Nations Climate Conference held in Copenhagen,low-carbon environmental issues have increasingly become the focus of attention in the world.At the meeting,China signed the “Copenhagen Accord” with the image of a responsible big country and solemnly promised low carbon emission reduction targets.Since then,China has introduced a series of policies to regulate domestic carbon dioxide emissions.Although efforts have been made,the control effect is not satisfactory.In 2017,China’s total carbon dioxide emissions have reached 10.56 billion tons,ranking first in the world.China is facing tremendous pressure to reduce emissions.As an energy-intensive industry,the steel industry is receiving attention from all walks of life.In 2015,the new environmental protection law introduced by China has stricter emission requirements and higher standards for the steel industry.After entering the “Thirteenth Five-Year Plan”,the “five priority tasks” industrial transformation development strategy has put forward new requirements for the low carbon performance of steel industries.But nowadays,most steel enterprises in China focus on reducing costs and creating economic benefits in supply chain management,and rarely consider the impact of ecological problems and high carbon emissions on the future development of enterprises.Therefore,steel enterprises urgently need to aim at low-carbon economic development,strengthen the construction of low-carbon environmental protection supply chain,and establish a supply chain performance evaluation system that is compatible with low-carbon strategic goals.Only relevant indicators such as energy consumption,environmental protection and carbon emissions are included in the evaluation system,the sustainable development of the supply chain can be achieved.Since the steel low-carbon supply chain is a huge system involving raw material suppliers,manufacturers,distributors,customers and terminal recycling companies,the acquisition of relevant data is difficult.Manufacturers are at the core of the supply chain.They not only have key resources and technologies,but also have strong synergies.They can restrict suppliers in the upstream of the supply chain and have an important impact on downstream retailers.Based on this,this paper takes the supply chain of MK Steel Corporation as the research object,and builds a low carbon supply chain performance evaluation system from the perspective of manufacturers.Firstly,this paper starts from the connotation of low-carbon supply chain,combines the concept of performance evaluation to put forward the content of low-carbon supply chain performance evaluation,and expounds the theory related to this paper.Secondly,this paper introduces the basic situation of MK Steel’s supply chain,supply chain performance evaluation status and problems,pointing out that MK Steel corporation traditional supply chain performance evaluation system has been unable to adapt to the development requirements of low carbon economy and the corporation’s low carbon strategic goals.The corporation should strengthen low carbon supply chain performance management and establish a comprehensive evaluation system that reflects supply chain economy,operation and low carbon environmental protection.Again,this paper adopts multiple angles and hierarchical analysis methods,combining balanced score card thinking and supply chain operations reference model,adding the low carbon environmental perspective,from the five dimensions of financial status,internal supply chain process,customer service,development potential and low carbon environmental protection to establish a comprehensive performance evaluation indicator system.Then,the gray correlation analysis method is used to construct a low carbon supply chain performance evaluation model.Finally,this paper analyzes the evaluation results,and gives advice on three aspects of economy,operation and low carbon environmental protection to improve the comprehensive competitiveness of low carbon supply chain and achieve sustainable development.
