From World War II to the 1960 s,the booming us economy highlighted a series of environmental pollution problems. The main performance is air pollution, water pollution, solid waste pollution and so on.In the face of these pollutions, various classes in the United States, through their own cognition and attitude, urged the federal government to carry out pollution control in the 1960 s and enacted corresponding laws.Environmental ngos use media, movies and advertisements to publicize the importance of the country’s natural resources. In order to maximize economic interests, economic interest groups have a negative attitude towards pollution.Local governments adopt a positive attitude towards governance, but are limited by the state government,so the governance of pollution is always incomplete. The attitudes and actions of interest groups, local governments and state governments have made more and more people aware of the dangers of pollution.In1962,Rachel Carson’s book silent spring made people at all levels in America more aware of the need of the federal government in environmental pollution control and urged them to take action. In the 1960 s,congress and two presidents,John f.Kennedy and lyndon b.Johnson, also held a positive attitude towards the environmental pollution in the 1960 s,which played a crucial role in the environmental pollution control of the federal government. So the federal government enacted a number of important bills. In addition to solid waste pollution control results are not great, other areas of pollution control has achieved some results. The 1960 s was the most complex decade since the emergence of environmental pollution. This period was the first attempt and effort made by all levels of the United States to deal with various complex environmental pollution problems. It was the first time for the federal government to expand the federal power and gradually nationalize the pollution control. It was also a milestone in the history of environmental pollution control in the1960 s and beyond.Although the environmental pollution control measures in the1960 s were in the initial stage, the pollution control act promulgated provided convenience and help for the subsequent environmental legislation, and also provideda strong guarantee for the "environmental decade" in the 1970 s,and enabled the development and growth of environmental protection organizations.Therefore,the1960 s was a turning point in the environmental pollution problem. After world war II,the United States developed more complex and interlaced pollution problems based on the existing environmental pollution. The problem of air pollution in California,New York and the agriculture-focused state of Florida became a typical example of air pollution in the United States from the second world war to the 1960 s,and has developed nationwide.Lake Erie, one of the great lakes,is devastated by the daily influx of industrial wastewater and urban waste. The toxic chemicals in solid waste pollution are spread through various ways and do great harm to human and ecological environment.By the 1960 s,environmental pollution was no longer a regional problem in a state or a place.Whether it was air, water or solid waste,it was all contagious and became a national pollution problem. The causes of these environmental pollution problems are various. After world war II,the military industry continued to develop, resulting in a huge waste of resources. The rapid growth of population leads to the overburden of environment in America. As a result of industrial development, raw materials are rapidly reduced, forest areas are rapidly disappearing, and solid pollutants discarded by factories and discharged sewage and waste gas pollute the environment. The rapid development of economy has further increased the pace of environmental pollution. The widespread use of chemicals, such as pesticides, exacerbated the pollution. These social changes after world war II led to air pollution, water pollution, and solid waste pollution in the1960 s.These environmental pollution problems make the public realize that environmental pollution is no longer a one-sided and independent problem, which requires the federal government to expand its governance power and cooperate with states, localities and interest groups. In the face of the aggravation and prominence of environmental pollution, all levels in the United States, through their own cognition and attitude, urge the federal government to carry out pollution control and enact corresponding laws.Because the federal government of the United States does not realize the harm of solid waste,so the effect of solid waste pollution control is not obvious. But air pollution, water pollution and wilderness management have achieved some results.Although the environmental pollution control measures in this period were in the initial stage, the pollution control measures implemented in the 1960 s providedconvenience and help for the subsequent environmental legislation, provided a strong guarantee for the "environmental decade" in the 1970 s,and enabled the development and growth of environmental protection organizations. Therefore, the 1960 s was a turning point in the environmental pollution problem.
