Study On Urban Ecological Efficiency Of The Western Taiwan Straits Economic Zone

The problem of environmental pollution and resource depletion is becoming more and more prominent,one of the hot issues concerned in the world today is how to coordinate the relationship among resource consumption,environmental protection and economic development.In this context,"sustainable development","circular economy"and other concepts have been proposed.Regional ecological efficiency is one of the international frontier issues in the field of sustainable development.Low ecological efficiency means serious waste of resources and large amount of environmental pollutants.Compared with the backward economic level,the negative impact of low ecological efficiency is more serious.It is important to speed up the improvement of ecological efficiency and make every effort to build ecological civilization,because urban environmental pollution is becoming more and more serious.In 2011,The Development Planning of Western Taiwan Straits Economic Zone issued by the National Development and Reform Commission(hereafter called the Economic Zone),pointed out that the Economic Zone should significantly enhance its compreh ensive strength on the basis of optimizing its structure,im proving efficiency,reducing consumption and protecting the environment.And requires its ecological civilization construction should be in the top of the country.Low ecological efficiency is the shortcoming and bottleneck of regional ecological civilization construction,which has seriously restricted the construction of the whole of China and more regions.Therefore,to achieve this strategic goal,it is necessary to improve the level of ecological efficiency.It is of great significance for the sustainable development and ecological civilization construction of the Economic Zone to conduct a systematic study on the ecological efficiency of the Economic Zone,and to explore the formation mechanism of the differences in the ecological efficiency of various cities and the ways of coordination and promotion.Taking 20 prefecture-level cities in the Economic Zone as the research area.The method of empirical research is used to carry out the research.Firstly,in order to obtain a stable and comprehensive discovery,this paper selects evaluation indicators from the three aspects of resources,environment and economy,and regards environmental pollution indicators as undesired output to construct a suitable ecological efficiency evaluation index system,and adopt an optimized super-efficient SBM models which considering the undesired output to assesses the eco-efficiency level of the Economic Zone from the urban level.Secondly,the paper analyzes the results of eco-efficiency evaluation and uses Arcgis software to map the spatial pattern of the Economic Zone's ecological efficiency during the study period,and more intuitively reveals the temporal and spatial evolution characteristics of the Economic Zone.Thirdly,in order to point out the weak points of the cities with low ecological efficiency in the Economic Zone,the investment redundancy rate is carried out,and the targeted improvement direction is given.Fourth,in order to further explore the driving mechanism of ecological efficiency in the Economic Zone,the Global Malmquist-luenberger index was used to analyze the growth of ecological efficiency and its sources.Finally,through the systematic analysis of the above r.esearch results,the policy recommendations for promoting the synergistic improvement of urban ecological efficiency in the region are proposed.
