Research On The Supervision Of Ecological Environment Pollution In China

In recent years,with the rapid development of China's economy and the increasing population,environmental problems have become increasingly serious.How to deal with the deteriorating ecological environment has become an important issue concerning the sustainable development of human beings.Therefore,China began to make continuous efforts in the existing environmental law system,ecological environment supervision system and environmental personnel training.It aims to effectively solve the current series of environmental problems,effectively supervise and punish all kinds of environmental destruction,and effectively prevent future environmental problems.In recent years,China's environmental supervision work has been promoted rapidly,the environmental deterioration has been controlled to some extent,and the environmental situation has been improved,but the effect is not obvious.In recent years,frequent outbreaks of haze and acid rain are stilldisturbing people's lives.The current ecological environment is far from the comfortable state that people need for life,and the main reasons are various.First of all,the current ecological and environmental supervision system in China is not reasonable and cannot be implemented at the central level.Secondly,China's current local protectionism is serious,there are mutual interests;Thirdly,Chinese enterprises started late in environmental supervision and have not formed effective supervision power.Finally,due to the insufficient publicity of environmental protection for citizens,Chinese citizens have a weak awareness of environmental protection and cannot participate in environmental supervision.In view of this,the author through consulting relevant data and documents,for the environment supervision started earlier,the current environmental governance means more advanced countries-Japan supervision model of the ecological environment of summary analysis,and then to our country current environmental regulation system and researches in the problems existing in the supervision mode,and at the same time combines the actual conditions of our country national condition,for the improvement of the ecological environmental regulation in China are put forward.Based on the theory of public governance,the theory of administrative supervision and the theory of sustainable development,this paper makes a comprehensive use of logic and historical unification,literature review,comparative analysis and theoretical analysis to analyze the existing problems in the supervision of ecological environment pollution in China,mainly including the following four aspects.First,in terms of the supervision system,on the premise that the central government has just launched the pilot project of vertical reform,we should carry out the reform in accordance with local conditions in the future,clarify our respective responsibilities,and strengthen the professional quality of law enforcement personnel,so as to ensure the solid and effective implementation of policies,so as to strengthen the coordination between agencies and the implementation of central policies.Second,in terms of improving the supervision power of local governments,we should first change the concept,accelerate the construction of "service-oriented"government,and set up assessment and incentive mechanisms that can fully reflect the environmental protection work,as a strong guarantee for local governments to strengthen the implementation of central policies.Third,accelerate the cultivation of enterprises' awareness of environmental protection,improve enterprises'environmental supervision system,form a sound supervision system and cultivate talents in related fields;Finally,the government should establish a decision-making mechanism for environmental protection participation,and at the same time strengthen the publicity efforts of education to guide citizens to undertake environmental protection obligations.From the current international experience,environmental regulation is a "co-governance" issue,which cannot be effectively improved by the government alone.Under the relatively comprehensive situation of China's legal system,we should speed up the institutional reform and local execution,and form a virtuous cycle of environmental protection and economic development through the effective participation of enterprises and citizens,so as to fundamentally solve the current problems of ecological and environmental supervision.
