Evaluation Research On Water Pollution Losses Of Dianchi Lake Basin

With the sustained and fast development of economy around Dianchi Lake basin, the deterioration of water and the water resources crisis become increasingly severe. The water pollution of Dianchi Lake basin not only seriously pollutes the environment, but also leads to a great economic loss of enterprise, residents and society, even puts the health of residents in danger. In order to ensure the precious and limited water resources to satisfy the sustainable development near Dianchi Lake basin, scientific assessment to the value of water resources in Dianchi Lake basin and the loss of water pollution becomes very important.In order to realize the rapid query and sharing of data, Water Resources and Economic and Social Development Database of Dianchi Lake Basin was established.According to the complexity of the pollution around Dianchi Lake basin and the actual situation of cumulative effect, this paper starts from the connotation value of water resources, analyzing the impact factors of water resources value, building the value assessment indicator system of the water resources in Dianchi Lake basin. At last, it calculates the value of water resources in Dianchi Lake basin under the situation of being polluted. Meanwhile, under the invariable condition of other influencing factors, it calculates the economic loss resulted from water pollution by simulating the value of water resources in Dianchi Lake basin when its water reaches the national top-grade level. The results show:(1) Compared with water price in the same term, the value of water resources under the condition of being polluted is low. Through calculating the value of water resources in Dianchi Lake Basin, water price has been increased from 0.3605 yuan per cubic meters in 1997 to 1.5713 yuan per cubic meters in 2014, but is still under the water price in the same term.(2) The economic losses resulted from water pollution in Dianchi Lake Basin show a trend of increase, and it’s still a large amount. The proportion of the economic losses accounting for the local GDP shows a trend of decrease, 4.41% in 1997, 5.32% in 2000, the highest one, and 1.47% in 2014.(3) The trend of the proportion of the economic losses accounting for the local GDP keeps consistent with water quality, so the degree of water pollution directly influences the economic losses resulted from water pollution. The deteriorating trend of water quality in Dianchi Lake Basin will not be decreased with the treatment of Dianchi Lake.(4)The total economic loss caused by Dianchi Lake watershed pollution is big. Due to the effect of population urbanization and industrial structure adjustment, the proportion of three industries and the contribution rate of economic development are constantly changing. The value of water resources increased. In addition, the rising population and the rapid economic development make the scarcity of water resources appeared.(5)Dianchi Lake watershed management investment is gradually increasing. During the period of the four“five years”, the total investment is 50.9 billion yuan, which make the management of Dianchi Lake watershed achieved some results. The water population control programming of Dianchi Lake watershed at the end of 2015 and the implementation in 2014 smoothly passed the national examination. It did not pass the last two years.
