Study On The Impact Of Fiscal Expenditure And Public Cognition On Environmental Performance

In order to further analyze the impact of fiscal expenditure and public cognition on environmental performance,based on the environmental conditions of China's 30 provinces and autonomous regions from 2007 to 2015,this paper constructs the environmental performance evaluation index system from three aspects: pollutant discharge,resource input and output.And using the entropy weight method to determine the weight of the indicators of 30 provinces to evaluate the environmental performance.The results show that the environmental performance of the eastern,central and western regions is ladder-like,and the eastern environmental performance is the highest,the middle is second,the western is minimum.The environmental performance of the eastern region is obviously higher than the national average level,and the environmental performance gap in the central and western regions is lower than the national average.The environmental performance cluster in the region is obvious.Furthermore,this paper analyzes the impact of fiscal expenditure level,fiscal expenditure structure and public cognition on environmental performance by using environmental performance evaluation as the dependent variable.The results show that,for the national level,the level of fiscal expenditure can promote the growth of environmental performance in the current period and the lag phase.The average education level in public perception has lagged effect on the promotion of environmental performance.The public perception index in public perception is promote the current period and lag the growth of environmental performance;from the eastern point of view,the level of fiscal expenditure can promote the growth of environmental performance in the current period and lag period.The average level of education in public perception can promote the current environmental performance,but the lag effect.Insignificant,the public perception index in public perception can promote the growth of the first-phase environmental performance.From the central region,the level of fiscal expenditure can promote the growth of the first-phase environmental performance,and the impact on the current environmental performance is negative.But not significant,the average level of education in public perception will inhibit the current period and lag one phase of environmental performance.The public perception index in public perception can promote the growth of the first phase of environmental performance;from the western point of view,fiscal expenditure The level is negatively related to the current period and the lag phase one environmental performance,public awareness The relationship between the average level of education and public awareness of environmental performance index and did not pass the significance test.On these bases,this paper puts forward proposals on how to improve environmental performance in terms of fiscal expenditure,public awareness,and financial expenditure and public awareness.
