In November 2015 at the Paris conference on climate change,China is committed to controlling its carbon dioxide emissions to a peak around 2030,It is also stressed that China’s carbon intensity will fall by 60-65% in 2030 compared with 2005.In order to fulfill the international commitments,the provinces and regions are facing significant pressure to reduce emissions.At the same time,with the upgrading of the coastal industry and the promotion of industrial transfer in the central and western regions,different provinces may have the possibility to transfer their carbon emissions to other regions of the country to reduce the carbon emission in the region.Therefore,It is important to Measure the carbon transfer in different provinces and regions,and the reduction target of each province is reasonably divided,which is related to the completion of China’s emission reduction target in 2030.By means of Input-Output Analysis,this paper constructs an Input-Output model which can measure the carbon emissions produced by inter provincial Trade and the amount of carbon emission in each industry in 2002 and 2012 in China.And,the spatial characteristics,economic characteristics and sectoral characteristics of carbon emission transfer in each province are analyzed.At the same time,by using the method of Structural Decomposition Analysis,the factors that affect the carbon emissions in all provinces and regions of China from 2002 to 2012 are divided into four factors: energy technology effect,input-output production effect,inter provincial trade structure effect and inter provincial trade scale effect.We hope to provide more data for our country to establish a unified market for carbon emission rights and rationally divide the emission reduction responsibilities of provinces and other emission reduction targets.
