Research On The Influence Of Environmental Regulation On Green Technology Innovation

The Outline of the 13 th Five-Year Plan for National Economic and Social Development of the People's Republic of China clearly states that it is necessary to firmly establish the concept of innovation,coordination,green,open,and shared development and implement the basic national policy of resource conservation and environmental protection.With the goal of improving the efficiency of energy use and improving the quality of the ecological environment,it is driven by the promotion of structural reforms on the supply side and the implementation of innovation-driven development strategies.Adhere to the government-led,corporate body,market-driven,and social participation,speed up the construction of a resource-conserving,environment-friendly society,and ensure the completion of the “13th Five-Year Plan”energy conservation and emission reduction constraints.The provinces across the country have continuously deepened the reform of environmental construction and ecological civilization,fully implemented the concept of ecological priority and green development,changed the industrial structure to “light”,changed the development model to“green” and the economic quality became “excellent”.Green has become the main color of national development and promotes the formation of a saving,green,civilized and healthy production and lifestyle.China is in a critical period of transformation and upgrading of its economic growth mode.The nation's development is in the period of tackling the key to transforming the mode of development,optimizing the economic structure,and transforming the growth momentum.Faced with the severe situation of tight resource constraints,serious environmental pollution,and degraded ecosystems,the increasingly serious environmental problems have become a hard constraint to economic growth and social stability.Although the traditional environmental governance model of “pollution after pollution” can be implemented in a short period of time,There are immediate results,but it can not adapt to long-term environmental governance,because environmental issues are a long-term improvement process.Under the background of the environmental concept of “Green Mountain is Jinshan Yinshan”,green technology innovation provides new ideas for solving environmental issues and provides a green technical support system to deal with resource and environmental crisis.Therefore,based on the concept of environmental regulation and green technology innovation,this paper starts with the definition of environmental regulation and green technology innovation,and discusses the time evolution trend and spatial evolution trend of environmental regulation andgreen technology innovation from the two dimensions of time and space.Secondly,the impact factors of green technology innovation and the impact mechanism of environmental regulation on green technology innovation were analyzed.A mathematical model between environmental regulation and green technology innovation was constructed.It was deduced that environmental regulation and green technology innovation presented a “U”-type situation.There is an inflection point in environmental regulation in the development of green technology innovation.Thirdly,a dual logarithmic econometric model including the environmental regulation square term and threshold regression model are established by processing and analyzing the original data and data,and the theoretical relationship was tested empirically and robustly.Finally,from the perspective of environmental regulation,we put forward policies and recommendations on the applicability of green technology innovation and development.The influence research of the environmental regulation on green technology innovation can not only make up for the insufficiency of existing theoretical research,but also help to resolve the environmental regulatory predicament of partial improvement of the ecological environment in the process of industrialization in various provinces,and provide decision-making for green technology innovation policy formulation reference.
