With the growth of electric power companies,the energy consumption and the waste of resources are increasing simultaneously.In the process of development,CO2 emission becomes a problem that can not be ignored.The construction of clean energy units such as wind power as the planning item of the power side is an important way to realize the low carbonization of the electric power enterprises.Considering the energy saving and emission reduction role of the renewable energy mechanism,white certificates and carbon trading mechanisms are introduced into the model.Due to the inconsistency between power plants and power grids,the cost of source-network planning will increase.Therefore,how to coordinate the power supply and power grid with clean energy is a key link in source-network planning and design.In addition,there are various uncertainties in the process of planning,such as wind power uncertainty,the uncertainty of load forecast,having varying degrees of impact to the source-network planning,so in the planning process we should solve the uncertain problem by some methods.In view of the above problems,this paper explores the problem of the coordinated planning of the source-network.The main research contents include:Firstly,based on the background and implication of the topic,the study and development status of coordinated planning,white certificate and carbon trading mechanism and uncertainty theory are analyzed;the meaning and model of traditional power supply planning,power grid planning and source-network coordinated planning are briefly introduced;three kinds of uncertainty problems and their programming models are summarized.Secondly,considering the economics of planning,taking the minimum net cost of the system as the objective function,and adding the relevant constraints to the coordinated planning of the source network,a source-network planning model considering white certificates and carbon trading mechanism is established.The discrete bacterial colony chemotaxis algorithm is used for simulation calculation,compared with the traditional source-network planning model,and the sensitivity analysis is carried out.The simulation results show that the proposed scheme is more practical and proves the effectiveness of the algorithm.Finally,considering the coordination of power supply and power grid planning,relevant factors are defined to indicate the correlation of source-network topology.Because of the wind turbine is introduced in the source-network coordinated planning,its output is uncertain,and considering the uncertainty of load forecasting,the credibility theory and fuzzy chance constrained programming combined with modified power restriction of the traditional.Using crisp equivalent of fuzzy chance constraint improve the restrictions which are modified,which is easy to solve and programming formula.So the equivalent model is established.Using the discrete bacterial colony chemotaxis algorithm solves the above model.The scheme is divided into 4 kinds for comparison.The influence of different confidence levels and upper limit of related factors on the planning scheme is analyzed.The simulation results verify the rationality of the planning plan and the feasibility of the algorithm.
