The Mechanistic Improvement Strategy Of Environmental Regulation And Law Enforcement

Environmental regulation and law enforcement are direct means to implement environmental protection laws and regulations,as well as various national environmental protection policies,which are also powerful measures to protect the ecosystem and maintain public environmental rights and interests.Enforcement of environmental regulation and administration in Shenzhen has been keeping pace with the times,of which the intensity,efficiency,standardization and innovation of reform and innovation continues to improve with remarkable results.As more and more attentions are paid to the environmental protection by government,as well as civilians,new challenges and higher demands are brought up to environmental regulation and law enforcement of Shenzhen;however,there still are evident disparities and a series of problems to be solved currently.For instance,the responsibilities of environmental regulation and law enforcement are not clear,the information of supervision and law enforcement is outdated,and there is a big gap between environmental protection capability construction and modernization of environmental governance capabilities.These problems need to be resolved through mechanism construction.This thesis has conducted case study of environmental regulation and law enforcement in Shenzhen,which mainly focused on how to establish effective mechanisms of environmental regulation and law enforcement,to solve those problems currently exist.Based on the mechanism theory of policy implementation and the combination of environmental regulation and law enforcement,this thesis has attempted to introduce the design variables from the mechanism theory into environmental regulation and law enforcement,and builded an analytical framework to improve the environmental regulatory law enforcement mechanism.The conceptual framework includeed three elements-Power and responsibilities mechanism,information mechanism,security mechanism,which is of a certain degree of theoretical analysis.The thesis has discussed the existing problems of environmental regulation and law enforcement mechanism in Shenzhen,with the analysis of the power and responsibility mechanism,the information mechanism and the security mechanism of environmental regulation and law enforcement;in addition,it has analyzed the mechanistic reasons and proposed the countermeasures and suggestions for the reform of environmental law enforcement mechanism in Shenzhen,providing policy reference for perfecting and improving the mechanism of environmental regulation and law enforcement in Shenzhen.Throughout the analysis process,this thesis has emphasized on literature research and case studies.
