| The process of industrialization in our country has developed rapidly.At the same time,the population has continued to grow and the problem of environmental pollution has become increasingly serious.The issue of environmental protection has seriously affected the healthy and sustainable development of our country.A good ecological environment is a valuable development capital.Yichang is the only national environmental protection model city in Hubei Province.The green ecology is the Yichang's largest brand.This paper uses Yichang's environmental protection data for the past ten years to conduct in-depth research on the level of environmental performance of Yichang Municipal Government and provide advice for the construction of ecologically beautiful Yichang.This paper uses the statistics of the Yichang City Statistical Yearbook 2007-2016 and the government environmental protection,uses the grey correlation degree to filter out the indicators with high relevance,and uses the analytic hierarchy process and entropy method to determine the weight of the indicators.Finally,it is based on the fuzzy comprehensive evaluation.The method calculates the degree of membership of each index,and then makes an overall assessment of the environmental performance of the government affected by multiple factors.This paper divides the environmental performance level,including: comprehensive environmental protection input and comprehensive treatment effect,waste water treatment input and waste water treatment effect,exhaust gas treatment input and exhaust gas treatment effect,waste residue treatment input and waste residue treatment effect,and the evaluation results are graded and classified.analysis.The conclusion is drawn: As a whole,in the ten years from 2007 to 2016,the environmental performance of Yichang City has shown a trend of rising and rising,showing a good upward trend overall.The two indicators of “the reduction rate of energy consumption per unit of GDP” and “the governance project completed during the year” basically reflect the overall environmental protection effect of Yichang City,but the overall upward trend is even more pronounced.From the perspective of waste water treatment effect,the level of waste water treatment input has been continuously enhanced in the past decade,but the treatment effect is not stable,resulting in a more significant trend of waste water treatment investment than the treatment effect.The results of the evaluation of waste water treatment input in Yichang City showed aturbulent upward trend as a whole.From the effect of exhaust gas treatment,although the investment in exhaust gas treatment is on the rise,most of the investment levels are in the “weak” grade.On the contrary,most of the waste gas treatment effects are at a medium or higher level,but the overall trend is a downward trend line.Judging from the effect of treatment of waste slag,the evaluation of the investment performance of waste slag treatment showed a slowly rising trend.The treatment effect of waste residue is not obvious,and the rising trend of waste residue treatment investment is slightly stronger than that of waste residue treatment.For the results of the environmental performance evaluation in Yichang City,the following policy recommendations are proposed: First,to further increase fiscal expenditure on environmental protection.The second is to strengthen the management and standardization of environmental taxes.The third is to innovate the environmental protection investment mechanism and environmental protection resources management system.The fourth is to build a long-term effective environmental performance evaluation system.The fifth is to strengthen the cultivation of talents in the field of environmental protection.Sixth,the development of positive incentives for environmental protection investment. |
