Civil explosives industry(the explosive industry)is the basic industry of the country economy,its products are widely used in coal,metallurgy,water conservancy,transportation,electricity,agriculture,mining and defense industries,so it is called "the energy industry energy foundation industry".At the same time,the industry is a high-risk industry,special properties of explosives with flammable and explosive,in the production,transportation,storage and use of the process there were fire and explosion danger,it is a kind of special goods,the country strictly control items,directly related to the safety of national public security and people's life and property safety of it,if the explosion occurred or unexpected flow of society out of control,will be on people's life and property safety and social stability caused great harm,bring bad influence to society.With the Chinese economy into the new normal,great changes have taken place in the civil explosive industry market,on the one hand,influenced by the country's control,the continued decline in market demand,on the other hand,industry overcapacity,massive accumulation of explosives,which have brought great challenges to the healthy development of the industry.At the same time,the industrial enterprise is facing multiple difficulties: the production and sales of cliff style decline;two market and price policy of "letting go" suddenly let implementation of civil enterprises overcapacity leads to accumulation of stock be caught off guard;destruction of waste of resources;business performance down or become the norm.Therefore,the inventory management system to establish a sound with respect to civil enterprises is significant.Xinjiang is one of the most rich provinces of mineral resources in our country,the civil explosive items demand is relatively high,XUEFENG is the explosive industry leading enterprises,the stock accounted for its current assets proportion was close to 40%,but the inventory management of the internal control mechanism is not perfect,there are weak links in management and dead,in the short term,this will affect the profitability of enterprises,in the long run,will endanger the survival and development of enterprises.Therefore,for the XUEFENG,it is very urgent to establish and improve the effective internal control of inventory management.This paper selects XUEFENG as a case study,based on the logic of finding problems,exploring influencing factors and solving problems.Frist,in a comprehensive exposition of the theory of internal control under the premise,according to the research of true and reliable information,analysis of the necessity and importance of establishing effective inventory internal control system in civil explosive industry.Secondly,combined with the internal control and management technology of XUEFENG specific circumstances,research on the inventory management of the company's internal control key,found the problems such as the procurement budget system is not perfect,the low level of inventory,inventory control risk assessment system of loopholes and defects in the internal control of inventory management.Again,from the internal environment,risk assessment,control activities,information and communication,internal supervision of the cause of the study.Finally,in the premise of system analysis of the company's internal control policy under the provisions of the relevant standards,using the relevant theories of inventory management and procurement management processes,key links,inventory storage link,keeping the perfection of internal control links,outbound links,inventory and disposal links to improve.
