Based on the policy practice of the local administrative division reform in China,this paper divides the administrative division into three types:the withdrawal of the city,the evacuation of the county,the withdrawal of the county and the adjustment of the scope of the management.The environmental quality is divided into two major indicators of environmental pollution and environmental governance,and the influence of the administrative division on the environmental quality of the region is studied.In this paper,a two-way fixed effect DID panel model is constructed,and the following conclusions are drawn from the empirical analysis of the zoning adjustment,environmental governance and urban characteristic data at the level of the city at the level of 2000-2015 years.The adjustment of regionalization has greatly intensified the environmental pollution in the area of the prefecture and city,and improved the management ability of industrial sulfur dioxide and industrial dust,but in general,the environmental treatment level was improved only in the industrial sulfur dioxide index,and the management level of industrial waste water and industrial dust was not good.The effect of dyeing is not significant,but the discharge of industrial waste water is significantly increased,and the environmental pollution is significantly increased by the withdrawal of the county district.At the same time,the treatment capacity and treatment level of industrial sulfur dioxide have also been significantly improved.And the processing ability of industrial smoke and dust,but the treatment level of industrial waste is poor,and the adjustment of administrative division in the eastern region has a significant positive effect on the management level of industrial sulfur dioxide.Based on the above conclusions,this paper gives the relevant policy proposals,and hopes to put forward the corresponding policy suggestions for the regions with different types of administrative divisions and the areas that will be adjusted in the future by summing up the changes in the environmental quality of the cities which have already been adjusted by the administrative division. |
