With the use of existing building life growth,building structure,building components and equipments are aging.Meanwhile the issues connected with safety management are more complex.It causes more threat to the personal safety and property of the owners and users.Relevant laws,regulations and technical standards need to be supplemented urgently.More basic researches will be done to promote the developments of the existing buildings safety management.Therefore,it is important and significant to study the safety management of the existing buildings and to discuss the related measures and methods.First of all,this paper introduces the concept of existing buildings safety management.secondly it puts forward the theoretical basis of safety evaluation,then analyzes its applications environment by comparison of domestic and foreign situation,on the aspects of laws and regulations,organization structure,funding sources.Then it describes selecting principle of evaluation indicator about the safety state,from the original data,the load-bearing capacity,using situation,the surrounding environment,to the equipment and facilities,in five ways.the multistage fuzzy mathematics model is applied,with the use of indicator system that is combined with the method of AHP.For building the importance judgment matrix,the MATLAB software is used to obtain the feature vector as the weight of the indicator if consistency test could be checked.Considering about the weight due to different subjective opinions of experts,a similarity coefficient matrix based on clustering analysis is used to compare the value size by the mean of row sum coefficients matrix.The certain experts’ opinions should be removed according to the greatest deviation,in order to correct the index weights.The fuzzy membership matrix is formed by the evaluation indicators of different safety levels.The weight vector and the membership matrix are multiply calculated,and then the result is obtained by the recursion layer by layer.The final characteristic vectors can be obtained.It comes to the conclusion that the existing building is on the certain safety level according to the quantification of final vectors combined with safety level.It is illustrated that the comprehensive evaluation of safety status for the existing buildings in service stage would be possible as a preventive measure,as well as be necessary for technical safety assessment or maintenance.
