Study On Safety Management Of Product Oil Highway Transportation Based On School-Chartered Bus Model

With the continuous development of society,steady growth of the economy,and increasingly growing private cars,refined oil logistics industry is also growing,becoming closer to the lives of people,and co-existing with other cars in the city's busy streets.In case of the incident,oil transport vehicles can be destructive,causing severe casualties,affecting social stability,so refined oil as a dangerous chemical,its transport management has always been the focus of attention,holding a very important position in the national economy.As hazardous chemicals transport has the features of danger and professional,and uneasy to manage,therefore,it is urgent and important to ensure safe transportation.This paper has carried on the research to the safety management of the hazardous chemicals transportation,whose content is as follows:First,the paper introduces the background of research,expounds the research status and existing problems at home and abroad,and the significance and ideas of this paper.Thru the analysis of the safety management on the current situation of hazardous chemicals transportation,the main problems reveal as follows:1.incomplete transportation safety management systems 2.imperfect transportation vehicle monitoring and management platform 3.unreasonable freight cost settlement modelSecond,build corporate hazardous chemicals transportation HSE system based on the main problems existing in the safety management of hazardous chemicals in China.According to the development process of HSE system,put forward the idea of building corporate dangerous chemicals transportation HSE system,and design and improve from 12 aspects.To sort out the deficiencies in vehicle monitoring and management platform,an idea of managing safety transportation thru IT application is developed through deepening auto GPS application,3G CCTV system and automation systems.Last,through designing chartered truck freight calculation model,to embody the safety management into the scope of design,so as to urge the hauler to take proactive approaches to improving their safety management level and safety input,and achieves the goal of freight-saving.
