Since 2000,the highway in China constructed rapidly with the level of motorization explosively grows.However,the traffic problem and safety accidents of highway still occur frequently.There is a closely relationship between highway traffic safety and evaluation in feasibility study phase.The existing highway constructions ignore the traffic safety problems,there is no corresponding technical means for safety analysis.This paper summarized the related research results of the highway traffic safety at home and abroad,and analyzed the characteristic of road and the cause of traffic safety.Determine the corridor belt,technical standards,road alignment and cross project as the main influence factors.These factors relate to each other,mutual influence road traffic safety.Then,the fishbone diagram analysis method is used to breakdown each evaluation index and determine the traffic safety evaluation index system in feasibility study stage.The set pair analysis method is used to evaluate the traffic safety in feasibility study stage.The evaluation model is based on SPA system,using the analytic hierarchy method to calculate the index weight of traffic safety.Then we calculate the connection degree using SPA theory.Finally,we get the comprehensive evaluation value of traffic safety.At last,we take Fuzhou port Panasonic port Shugang Road construction as an example,which further illustrates the specific applications of SPA evaluation system.And put forward the improvement suggestions according to the evaluation conclusion.
