At present,Europe and the United States and other developed countries impose carbon tariffs in the name of protecting the world’s environment by their own low carbon technology.The essence of carbon tariff is a kind of new green trade barriers,despite strong opposition from many developing countries.But in the context of the global financial crisis,carbon tariff will become an important means of protecting domestic industry to the developed countries against developing countries such as China.The resource base of wood processing industry is the forest resources,which plays a decisive role on the effect of the global climate,and the effect of environmental factors on international competitiveness of wood products is also of particular concern.Therefore,under the background of global climate change,the wood processing industry of health and sustainable management has become national focus of attention.At present,China has become the world’s largest wood processing,wood products production base and the main wood products exporter.China’s wood processing industry plywood,wood flooring and wooden doors and other wood products has high export share in the international market,and develops more rapidly.In the promotion of farmers to increase employment China plays an important role in the economic development in forest areas.Firstly,this paper describes the research background,research purpose,significance and the domestic and foreign research.Secondly,analyzes the theoretical basis of carbon tariffs,including the externality theory,the theory of global public goods theory and the formation of the arena.Thirdly,analyzes current situation of import and export trade of China wood processing industry and measures the international competitiveness of wood processing industry in China by the RCA and RTA index.Fourthly,through the setting of Europe,USA and Japan to China unilaterally imposing carbon tariff situation,combined with the wood processing industry export embodied carbon emissions,regresses chinese export price elasticity coefficient by using the expanded gravity model,and predicts the impact of carbon tariffs on exports chinese wood processing industry.Finally,based on the above analysis,puts forward the policy implications of the conclusions of the research as well as from macroscopic and the microscopic two stratification planes.The main conclusions of the paper are as follows.Firstly,exports increased in China’s exports to the world’s wood processing industry,in surplus stage.Wood processing industry to export Chinese wood-based panel and wood based products and the export market mainly concentrated in developed countries,such as the European Union,Japan and South Korea,America etc.Secondly,The results of RCA index and RTA index of the wood processing industry in China show that there is the international competitive advantage of international competitiveness of wood processing industry in China,but generally do not have a strong comparative advantage.Thirdly,the implementation of carbon tariff policy will improve the wood processing industry China’s export costs,reduce the comparative cost advantage of wood processing industry China,and affect the international competitiveness of China wood processing industry.
