Nowadays,farm reclamation and aquaculture,large-scale infrastructure construction,and other human unordered or over-used developing activities make wetland resource decrease continuously,wetland space shrink quickly and wetland ecological function decline sharply.Protecting wetland became more and more urgent.Ecological compensation is an effective way to protect wetland and the evaluation of its value can provide scientific basis for the application of environmental management and wetland conservation decision making.Based on the research of wetland ecological compensation in domestic and foreign,from the perspective of the factor damaged wetland,we chose the Mengxi railway construction project through the Changhu lake wetland nature reserve at Hubei province as the study case,conducted a series of research,provided reference basis for government to promote the practice of wetland ecological compensation.The main results are given as follows:(1)Through analyzed the loss of the wetland ecological environment,and the loss of capital or opportunity cost of surrounding residents,a multi-level assessment index system with indexes level,criteria level and target level is established.In the index system,the target layer is the evaluation of wetland eco-compensation value at the construction region,the criteria layer included the compensation of the economic loss of residents and the compensation of the loss of ecological environment,target layer included 11 indexes which is the compensation of the loss of young crops,compensation of the loss of fish catch,compensation for move and resettlements of resident,compensation of the loss of land owned by residents,compensation for the possibility of resident loss job,compensation for ecological landscape damaged,compensation of the loss of land resources,compensation of the loss of ecological function which wetland save water and regulate the flood,compensation of the loss of biodiversity in wetland,compensation of the loss of ecological function which wetland regulate climate,compensation of the loss of ecological function which wetland purify the pollution.Then,we used the grading method studying the weight of each index.(2)Through the analysis of the adaptability of each evaluation method,and combining with the survey data in the study area,we chose the best appropriate evaluation method to estimate the wetland eco-compensation value of the railway construction project.By measuring the eleven indicators,we get the wetland ecological compensation value amount to 7.20811×108 RMB.(3)On the basis of the economic development level,social development stage and residents' awareness for ecological protection in study area,we used the Peel growth curve method to adjust the compensation value which produced by ecological and environmental damage.Finally,our results show that the wetland ecological compensation standard of the coal transport channel construction project in Changhu lake wetland nature reserve is 5.793586×108 RMB,and this results is very close to the actuality.(4)By studying the weight of each index,the order which people carry out the ecological compensation items in practice is that:compensation of residents' economic loss,compensation for ecological landscape damaged,compensation of the loss of ecological function which wetland purify the pollution,compensation of the loss of biodiversity in wetland nature reserve,compensation of the loss of ecological function which wetland regulate climate,compensation of the loss of land resources in wetland nature reserve,compensation of the loss of ecological function which wetland save water and regulate the flood.
