Study On Swine Manure Resource Utilization In Jilin Province Based On Scale Comparison

Scale management is a necessary condition for agricultural modernization and agricultural management cultivation.The improvement of the animal husbandry scale has an important role in guaranteeing the supply of livestock products and meeting the consumption demand of urban and rural residents.However,behind the achievements,Animal husbandry pollution is becoming more and more serious.A large amount of excrement failed to be treated effectively in time,which causes serious damage to the atmosphere,soil,water,and also hinder the further development of animal husbandry.The resource utilization of excrement can not only avoid its harm to natural environment and human health,but also achieve a virtuous cycle between planting and breeding,and promote transformation and upgrading of animal husbandry.As a decision-making body of livestock industry,whether excrement is utilized by farmers is the key factor of pollution control in animal husbandry,which directly influences the implementation effect of government related policies.Based on the perspective of scale,this paper studies the resource utilization of excrement in Jilin.This paper is divided into the following six chapters:First,this paper mainly introduces the background and significance of the research,research objectives,research methods,theoretical basis,and systematically reviews the related literature at home and abroad,and the innovation and deficiency of this paper.Second,the development trend,the change of scale structure and the pollution status of the swine breeding in Jilin province are analyzed by using full and accurate macro data.Based on the change of scale structure of swine,the study shows that the swine production in Jilin is undergoing a rapid transformation from a single scale to a large-scale one.Swine production is mainly focused on small and medium scale farming,and it presents a trend of transformation to large-scale aquaculture development.From the current situation of breeding pollution in Jilin Province,it is found that the environmental pollution problem is becoming more and more serious with the continuous improvement of the scale of farming industry in Jilin province.If it still cannot be treated effectively,which will bring more serious environmental problems.At the same time,there are differences in the environmental pollution of swine farmers of different sizes.The pollution of small and medium-sized farmers is the most serious.Third,the utilization of excrement of different scale swine farmers are analyzed by using research data.The study shows that there are differences in the treatment of pollution of different scale farmers,and the pollution of the environment is different,and the pollution of the small and medium scale farmers is the most serious.Due to the fact that the utilization of fecal waste is still at the initial stage,there are still many problems in the implementation process,which restrict the utilization of excrement.Fourth,the influencing factors of resource utilization of excrement in different scales are analyzed by using the Logistic model,and the reasons for the difference are deeply explored.It shows that there are differences in the factors influencing the utilization of excrement in different scale farmers.Among them,The significant influence factors of scattering raising-households include the proportion of swine income and government subsidies;the significant influence factors of small and medium-scale farmers include risk preference,the proportion of swine income,farmland area,environmental cognition,government subsidies and government supervision;the significant influence factors of large-scale farmers include education level,environmental cognition,health cognition,government subsidies and government supervision.Besides,the difference in the combination degree of agriculture and animal husbandry,government supervision and environmental subsidies is the main reason for the difference of different scale farmers' resource utilization of excrement.Fifth,Combined with the survey in Jilin Province,hackle and evaluate policy of resource utilization and prevention of livestock manure in central and Jilin provinces.There are still several problems in the implementation of the policy.First,there are still some problems in the policy of resource utilization of livestock manure.For example,environmental regulation is not strict,and the supervision and propaganda of environmental protection departments are inadequate.Second,the support of the current subsidy policy is insufficient,and the subsidy policy is restricted by the scale.Although the medium and small scale farms are the main body of the current swine breeding,they are not included in the main subsidies.Third,the relevant supporting policies are low level of pollution control.Fourth,it is necessary to optimize the production layout according to the characteristics of the region and the scale,and to form the micro mode of the combination of planting and breeding,and improve the mechanism of the fecal pollution utilization.Sixth,based on the above conclusions,this paper put forward to formulate different governance policies according to the scale of farming,geographical characteristics;implement the management responsibility to strengthen the construction of the policy system for the resources utilization of excrement by continuing to improve the EIA system;strengthen policy support to improve the circular development mechanism of planting and breeding;enhance the propaganda and technical training of pollution prevention to strengthen the consciousness and ability of farmers excrement resource utilization.
