In the rapid development of the agricultural era background, excrement of livestock and poultry as a precious resource model, which can be exploited and have not fully effective, which not only wastes can be used for recycling resources, cause the double impacts on livestock and poultry breeding industry and ecological environment. According to the degree and the current progress in Heilongjiang province for the excrement of livestock and poultry processing, because in the production of crops, fertilizer is gradually replacing organic fertilizer, livestock farmers to livestock and poultry excrement recycling value underestimate even is not clear and so on, these reasons make animal excrement most can’t get very good treatment and utilization, resulting in a large area of agricultural pollution, which is very unfavorable for the development of green animal husbandry. Therefore, in the form of sustainable development under the current government and the main breeding, the very need for increased emphasis on comprehensive utilization of livestock and poultry excrement.Study on disposing livestock excreta, has great theoretical and practical significance, through the study of this paper, which will enrich and develop the theory of circular economy. The problem of livestock excreta pollution is one of the important problems in environmental protection, if handled properly, will endanger human health, or even damage the ecological balance. This study is beneficial to promote sustainable development of ecology, it can promote the animal husbandry of Heilongjiang Province, health, sustained stable development.The comprehensive utilization of livestock and poultry excrement plays an important role in the development of agriculture, environmental protection. Heilongjiang province is one of the major provinces of livestock and poultry breeding China, currently in the comprehensive utilization of livestock and poultry excrement is still in the preliminary stage of development, there are still some restriction factors, the related theory is not perfect, the level of comprehensive utilization of livestock and poultry excrement no systematic evaluation. At present, Heilongjiang province is vigorously carry out environmental remediation work livestock farming, livestock and poultry breeding but the actual process of excreta disposal mode still is single, the returning mode, recycling, reuse degree is low. Based on the concept of circular economy, green animal husbandry and better development of Heilongjiang province industry, need to pay attention on the comprehensive utilization of Heilongjiang Province livestock excreta, the level of comprehensive utilization of livestock and poultry excrement will affect the Heilongjiang Province agricultural economy and ecological sustainable development.This paper firstly studies the Heilongjiang Province livestock excreta pollution and comprehensive utilization, calculated by the production of livestock and poultry excrement and pollutants, proposed the necessity of comprehensive utilization of livestock and poultry excrement, and further by using the methods of factor analysis and cluster analysis, empirical analysis and normative analysis, qualitative analysis and quantitative analysis, carries on the appraisal to the Heilongjiang Province, the level of comprehensive utilization of livestock and poultry excrement, at last on the advanced experience of foreign countries, put forward to improve the level of comprehensive utilization suggestions.
